Speaker of the House of Representatives Mike Johnson published the text of an initiative to finance assistance to Ukraine, which could be approved this Saturday.

What exactly is included in the speaker’s initiative .

Amount of assistance

The document states that the total benefit amount is $60.84 billion, of which $23.2 billion will go to replenishing American weapons, supplies and facilities.

In particular:

  • $23.2 billion will go to replenish defense goods and services provided to Ukraine.
  • $11.3 billion for ongoing US military operations in the region.
  • $13.8 billion for the purchase of the latest weapons systems, defense goods and services.
  • $26 million to continue oversight and accountability of assistance and equipment provided to Ukraine.

The new initiative increases oversight due to in-person monitoring requirements. Also requires partners and allies to pay their share due to cost matching requirements.

It provides for an agreement on the return of funds for economic support by the Ukrainian government.

An important point of the initiative is that this law obliges the US President to transfer long-range operational-tactical missile systems to Ukraine as soon as possible after entering into force.

Difference with preliminary bill

Johnson’s current proposal to allocate aid to Ukraine generally corresponds to the bill, which was already approved by the Senate in February, and which President Joe Biden and his fellow party members in Congress insisted on adopting.

This means that Democrats in the House of Representatives will have reason to support the speaker’s initiative. In this case, there should be enough votes to approve aid to Ukraine with a large margin, even if some Trump Republicans refuse to vote for it.

The total amount of assistance to Ukraine in the current bill even slightly exceeds the amount provided for by the Senate draft: $60.8 billion. against 60.2 billion dollars.

It is proposed to allocate $23.2 billion for the replenishment of weapons stocks in American warehouses (the Senate proposed to allocate 20 billion), for the actions of American forces in Eastern Europe, it is proposed to allocate $11.3 billion (the Senate proposed 15 billion), for the purchase of weapons by Ukraine, billions of dollars , as in the Senate version.

Help to Ukraine from the USA

Earlier, the United States ran out of money to finance assistance to Ukraine. Since last fall, the issue of allocating new funds has been submitted to Congress. The shift in consideration occurred in February, when the Senate approved a bill providing funds for assistance to Ukraine, Israel and other US partners.

More than $60 billion is provided for Ukraine under this bill.

However, the House of Representatives did not consider the document supported by the Senate. In particular, House Speaker Mike Johnson refused to vote on it because of the position of Donald Trump, who has significant influence on the Republican Party.
