A relative of MP Tyshchenko is involved in a criminal case over the embezzlement of 140 million
The husband of MP Mykola Tyshchenko’s sister, Herman Blinov, was searched as part of a criminal case involving the withdrawal of budget funds allocated for the construction of the Vynohradar metro station.

According to the investigation, 140 million UAH allocated for the construction of the metro to Vynohradar was transferred in October 2022 as financial assistance to companies associated with Blinov’s circle.
According to the National Police, in October 2022, Kyivmetrobud transferred UAH 140 million to Positive-V LLC as an advance payment for the supply of construction materials for the construction of the metro.
"In return, Pozitiv-V transferred the funds as a reverse interest-free assistance to a number of companies: Zand-Trade LLC, KT-44 LLC, Beton Alliance Ukraine LLC, Transbudtrade LLC, Transmir GMBH LLC, and Positive Shipping LLC.
The investigation considers this to be a transfer of budgetary funds to the accounts of fictitious enterprises and their cashing out for further distribution among the participants in the scheme," the investigators said.
Bihus.Info notes that the connections between Positive-V LLC and other companies that received the millions lead to entrepreneur Viacheslav Eberl.
The first owner of Positive-V LLC was Viktoriya Kuzmenko (Eberle), the businessman’s wife. The owner and director of the company is Serhiy Syedov, a director of Eberle’s firm called Werkstatt Wuestervitz GmbH.
"Victoriya Kuzmenko and Vyacheslav Eberle are close friends with the sister of MP Mykola Tyshchenko, Yuliya, and her husband, Herman Blinov," the journalists found out.
Blinov was called the supervisor of the construction of the Podilsko-Voskresenskyi Bridge. He received a salary from the general contractor of the bridge construction, Eco-Bud-Trade LLC. And one of the subcontractors of the construction was Positive-V LLC, the publication reminds.
"The firms to which Positive-V transferred financial assistance are linked to Eberle through common employees, registration addresses, and the structure of managers and owners. And one of them, Zand-Trade, belonged to Vadym Syedov (brother of the current owner of Positive-V) at the same time when he was considered the director of Yulia Tyshchenko’s Express-K private enterprise," the article says.
In a conversation with journalists, Blinov denied any connection with Positive-V and Zand-Trade, and explained the searches of his home in this case as a possible verification of intelligence by law enforcement.
"During the searches at one of Blinov’s addresses, law enforcement officers found a short-barreled firearm that, according to the investigation, does not officially belong to him. The possible illegal possession of weapons by Blinov was singled out in another criminal proceeding, in which Blinov was sentenced to house arrest," the researchers add.
The journalists also recorded that Blinov arrives at court hearings in the case in a new Land Rover Range Rover - the car belongs to ABZ1 LLC.
"Until January 2023, this company belonged to Valeriy Miroshnychenko, a former employee of the Kyiv Scientific Research Institute of Forensic Expertise (Kyiv Scientific Research Institute of Forensic Expertise). He also owned a company with a similar name, ABZ-1. The financial controller of the latter was Halyna Ruvina, the wife of the head of KNI.
"ABZ-1 supplied asphalt mixtures for the construction of the Podilsko-Voskresenskyi Bridge. The company was also part of a group of companies specialising in road construction: Estate Holding LLC, Trinity Group LLC, Transbudcooperation LLC and Modern Transport Infrastructure LLC. The latter also performed work on the Podilsko-Voskresenskyi Bridge.
This group of companies was associated with the face of Ruvin, as their owners included his godfather and family business partner Valeriy Syrovatskyi. However, back in January-February 2023, Valeriy Syrovatskyi, Valeriy Miroshnychenko and Halyna Ruvina withdrew from the co-ownership of the companies. Instead, in 2023, Herman Blinov and his entourage, Lilia Isay and Denys Mykytyuk, became co-owners of a number of the group’s companies," the story says.
