Bandit who mocked the veteran in Smila was caught: veteran provided details

In the city of Smila, Cherkasy region, local criminal Vadym Dolotenko beat Special Operations Forces veteran Anatoliy Honcharenko during the day and, under threats, forced him to record a public apology.

The police ignored the conflict for several days, notes the publication LB.ua, whose journalist managed to talk to the affected veteran. 

On September 3rd, on the road near the village of Rotmistrivka, a few kilometers from Smila, the father of veteran Anatoliy Honcharenko had an argument over a traffic violation with former boxer Vadym Dolotenko. He informed his son about the incident — Anatoliy found Dolotenko’s car and, as he says, to hasten the meeting, unscrewed its license plate. He also wrote a post on social media asking for help identifying the owner.

Soon Vadym Dolotenko appeared accompanied by several thugs. He hit the veteran twice, and when he fell, Dolotenko’s companion struck Honcharenko again. The attackers were not satisfied with the beating: later they called and, through threats, forced the former special forces soldier to record an apology video.

The local police did not open a criminal case, citing that the victim did not file a complaint. Only on September 10th, after public outcry, did the head of Cherkasy police press service, Zoya Vovk, announce that a criminal case had been opened.

The journalist from LB.ua met Anatoliy Honcharenko at a cafe on the banks of the Tiasmyn River in Smila. The man was in a dark T-shirt and shorts, with a tattoo on his left arm. He had a light-yellow bruise under his right eye.

— At the beginning of the war, I was in the local territorial defense, then served in the Special Operations Forces regiment. Later, I was demobilized due to my parents’ health problems. On September 3rd, my father was driving an old Zhiguli-Kopiika from Rotmistrivka. Its cruising speed is 35 kilometers per hour. This didn’t sit well with the driver of a Hyundai following him.

Dolotenko, who was behind the wheel, was rude to my father. Then he caught up with him, pulled alongside, and continued insulting. My father called me. I found the car, unscrewed the license plate, and posted its picture on Facebook. Dolotenko then appeared with a company. I’d never seen these people before and didn’t know who they were. Vadym started the conversation with dirty threats.

He said that in reality, I wasn’t a soldier, but scum. And he was a real volunteer. He hit me twice. Every time I fell, I almost lost consciousness and it was very hard to get back on my feet. During the attack, one of the men held a grenade in his hand, which he later hid in the car.

The main demand of the attackers was that I revealed their car and now had to buy it for $5,000 the next day. For each day of delay — another $5,000. Later, Dolotenko called back and ordered me to record a video with apologies. I was very afraid for my parents’ lives and complied with his request.

According to Honcharenko, the police were not present during the beating, but later law enforcement officers saw and heard the threats against him.

— The attackers said I was drunk, and the ambulance crew treated me accordingly. They started asking about my year of birth, but I had 2011 spinning in my head. Only when they gave me water did I feel better. I was able to gather my thoughts and tell them about the situation. I was not given any medical aid. The police also treated me as if I were intoxicated, despite the bruise under my eye. They didn’t even think to search and inspect the attackers’ cars. I was surprised by the public reaction to my beating — I thought everything would be hushed up and no one would be punished.

— When I saw the video of his beating, I was stunned. I had heard bad reviews about Dolotenko and his company but had no facts to make them public. I don’t like it when he is called a criminal authority. In reality, he is no authority, a small man in their hierarchy and a primitive scoundrel who is used to solving all life’s problems with his fists.

The head of Smila police, Mykola Zarovnyi, when we organized a protest under its walls, said that since there was no statement from the victim, no criminal case could be opened. But as soon as there was public outcry, grounds were found. What’s strange is that local bloggers wrote articles on social media, defending the attackers and humiliating the victim in every possible way.

— We fought nearby, at a distance of 400 meters until the last days of Bakhmut. We were pulled back to Ivanivka, and I visually observed what the Russians were doing to the high-rises where Anatoliy’s unit still held the defense. I was terrified to look there, but Tolya and his unit held on and were the last to come out.

Former Smila resident Ilya Slobodyanyk, who now lives in Estonia, had a conflict with Dolotenko a few years ago.

— Dolotenko is just a small "cog" in the iceberg of organized crime in Smila, — he tells over the phone. — Here, the police have long been in cahoots with criminals who have intimidated people. The foolish attraction of attention with a resonant beating and an even more resonant forced apology shows that Vadym is not the smartest in this structure.

In 2017–2018, Dolotenko and his friends attacked Slobodyanyk twice.

— My first conflict with these bandits was in 2017. Back then, I was an active Smila resident who wanted to improve life in the city. Together with friends, we cleaned the river and ponds, improved the environment, and overall tried to make life better for the city’s residents. I somehow paid attention to the activities of the then-city council secretary Viktor Fedorenko: the man was awarding himself 600% bonuses, and it seemed no one cared. I started a public fight with him.

At first, he mocked me, even sarcastically advised me to go to the police. But when it came to concrete results and he lost the court case about the size of the bonus, he decided to get back at me. On September 17th, 2017, his son Vitaliy, along with Vadym Dolotenko, caught me on the street in the evening and beat me. They then threatened to take more serious measures if I did not stop my activities. Six months later, when I was already a member of the city council executive committee and was heading to a meeting, Dolotenko approached and brutally beat me right in the city center, breaking my nose and knocking out my teeth. I was in the hospital for three weeks.

Despite all the attempts to make the police open a criminal case based on the beating and threats of force, supported by audio recordings, law enforcement officers resisted, and no case against Dolotenko was opened. This lasted for two years, and only with the help of the Kyiv prosecutor’s office was it possible to make progress. The court dragged on with numerous delays until another year later, the judge closed the case because the statute of limitations had expired. Then I renewed it again.

The head of the press service of the Cherkasy police, Zoya Vovk, confirmed that a case concerning Slobodyanyk’s beating was opened. According to her, the pre-trial investigation was completed, and the materials were sent to court.

Anatoliy Tereshchenko, Honcharenko’s colleague from the Special Operations Forces, says that the authorities in Smila are not actually changing.

- One of the problems of Smila is the tolerance of all kinds of scum in the Russified city and the election of political werewolves and opportunists to power. Representatives of the Smila authorities were first members of the Party of Regions, then represented Petro Poroshenko’s Bloc, and now they are all "servants of the people". The signs change, but the people are the same. Vadym Dolotenko and his friends demonstratively positioned themselves as supporters of AUE (Russian criminal subculture).

The head of the Servant of the People faction, David Arakhamia, responded to the incident:

- "This case should be under the personal control of the Minister of Internal Affairs and the Prosecutor General. I sent official appeals to both of them and asked the relevant committee to monitor the situation.

Dmytro Kukharchuk, a native of Cherkasy, a major in the Armed Forces of Ukraine and commander of the Second Assault Battalion of the Third Assault Brigade, set up a bank to which money was deposited to punish Dolotenko. Over 239 thousand hryvnias were raised in a day.

- The perpetrator of the most brilliant punishment will get everything. I do not believe that there will not be "unknown patriots" who will show character, charisma and intelligence to achieve harmony in society. The campaign also applies to places of detention," Kukharchuk wrote.

On 10 September, the police reported that they had served Vadim Dolotenko’s father with a suspicion notice, as the attacker himself was in hiding. The next day, law enforcement officers detained him in a hotel in the region.
