The Main Service Center of the Ministry of Internal Affairs of Ukraine plans to conduct an unscheduled service inspection and, at the very least, replace the entire management staff. A similar measure may also be applied to other Service Centers in the country.

This was reported by the MIA on December 4. The ministry reacted to a journalistic investigation by Bihus.Іnfo.

According to the MIA, the Service Centers expect a "massive reboot" of all work processes. In particular, a working group has already been created to improve the digital services of the TSC.

"Regarding the management and officials of TSC №8041 in Kyiv, the MIA has already approached the NACP with a request to conduct a thorough monitoring of the lifestyle of individuals who were featured in the journalistic investigation," the ministry noted.

The latest episode by Bihus.info concerns TSC №8041 (Kyiv, Peremohy St., 20).

"Service Centers are inefficient and unable to handle citizen service. People are camping out overnight at the SC to get tickets for the practical exam, electronic tickets are being hunted 24/7 due to the system’s improper functioning, and ’runners’ sell them for money. Meanwhile, SC employees commute to work in cars that are not declared because they are registered either to relatives or to unrelated individuals," the investigation claims.

Last year, the National Police investigated a case regarding the management of this Center, which "artificially created a ticket shortage," allowing ’runners’ to sell the Center’s services for 3-4 thousand UAH. However, the case ended with a conviction only for the ’runner’, "and the issue of the ticket shortage has not been resolved since," journalists assert.

This TSC is managed by Oleksandr Boyko. In his declaration, it is stated that he lives in someone else’s apartment and drives his father’s 10-year-old Toyota Land Cruiser. However, his wife boasts on Instagram about cars "not seen in the declarations": a BMW X3 (starting at $50,000), Volkswagen ID.4 electric cars (starting at $30,000), and BMW IX3 (starting at $60,000). The cars were registered to Boyko’s father-in-law, and all were purchased new.

TSС administrator Volodymyr Naumenko uses an Audi E-Tron (over $40,000) at work, but this car is registered to his 22-year-old son. Naumenko’s wife has an apartment in a new building and a new Highlander, his elder son has a separate apartment in another new residential complex, a summer house by the Kyiv Sea, a large amount of land in Muzychy near Kyiv, and a Toyota Camry, while his younger son also has an apartment in the same residential complex and the aforementioned E-Tron.

The Lexus NX 300 in the official parking lot behind the SC (pictured) is registered to the mother-in-law of administrator Anatoliy Klymenko. According to his declaration, the apartment in a new building was gifted to him by his pensioner father, although it reportedly only cost 50,000 UAH. A new Lexus NX 450H+ (starting at $60,000) is also registered to his pensioner father.

Administrator Nataliya Los drives two different Teslas—a Tesla Model 3 and a Tesla Model Y—although officially she only has a "not very fresh" Dodge Challenger.

Administrator Serhiy Panchenko does not mention a wife in any of his declarations. However, his Toyota Land Cruiser Prado is registered to her, and the "woman has been posting family photos with Panchenko on social networks for many years." Panchenko’s mother is listed as the owner of a private house in the KM "Mizhsecure" near Kyiv, and his father has another Toyota Land Cruiser Prado.
