In Ukraine, a new procedure for obtaining social guarantees for military personnel has been established

Every service member who has sustained an injury is entitled to support and social guarantees. Receiving these guarantees will now follow a new procedure.

This information is provided by the Telegram channel of the Ministry of Health of Ukraine.

The ministry specified how the procedure for determining the disability group will be conducted in the new system of evaluating a person’s daily functioning.

Medical assistance and documentation

After an injury, the service member is primarily taken to the nearest medical facility for stabilization.

Condition assessment

The next step is to undergo a military medical commission (MMC). The head of the MMC, if necessary, forms an electronic referral for further evaluation of daily functioning by expert teams.

Methods for evaluating a person’s daily functioning by expert teams:

• In-person review (personal presence at a medical facility);
• At the place of residence (for those unable to move);
• In absentia (based on documents);
• Remotely (using telemedicine).

The service member will receive a notification from the system via email about the method, time, and place of assessment.

Decision of the expert team

Then, specialists determine the disability group or the percentage of loss of working capacity (necessary for the appointment of a one-time monetary aid), rehabilitation measures, and deadlines for re-evaluations.

The data will be entered into the electronic system and transmitted to state authorities for providing social support. The decision will also be sent to the patient via email or by registered mail, and to the treating doctor’s office in the electronic system.
