MOH: Hospitalization is not required for establishing disability
The patient will be referred for re-evaluation under the new disability granting rules only once. Hospitalization for the assessment by doctors will not be necessary.
This was reported by the Minister of Health, Viktor Lyashko, and his deputy, Mariya Karchevych.
It should be noted that previously many doctors required discharge papers from the hospital – often to obtain a disability group, it was necessary to stay in the hospital, and it was often required that the person receive treatment in the hospital several times a year.
In response to a question from an RBC-Ukraine journalist about whether the requirements for documents that patients need to prepare will change, the Ministry of Health replied that the list of documents will be clearly regulated.
"Based on the review of the cases we have had, we now have a clearly regulated list of documents that need to be submitted by the patient, as regulated by a resolution of the Cabinet of Ministers of Ukraine. And this is exactly what the administrator will check – whether all the necessary documents are available," Lyashko said.
According to him, re-evaluation can be allowed, but no more than once for decision-making.
"This is done to prevent the patient from going in circles. Here we address two issues: obtaining disability for those who did not need it, and not granting disability to those who needed it," the minister emphasized.
Therefore, as Lyashko stressed, the key task of the Ministry of Health now is to find the golden mean so that people who should receive a disability group receive it within the period specified by law.
"And those who want to get something they shouldn’t – do not get it," he added.
The deputy minister explained that hospitalization for assessment will not be necessary.
"Also according to the new rules from January 1, the heads of the MSEC have been granted the right and opportunity to refer for assessment. This is very important for military personnel to simplify the procedure and route. That is, if all the criteria are met, the head of the MSEC can also refer," Karchevych explained.
However, according to her, this does not apply to conscripts and the MSEC they undergo during conscription, but specifically to military personnel. This is regulated by order No. 402 of the Ministry of Defence.
