The organizer of the scheme offered to arrange military registration documents and inclusion in a sports delegation for travel abroad for 5,500 US dollars. His accomplice was a former law enforcement officer who handled receiving money from "clients".

The ex-policeman was detained during the transfer of an advance payment of 4,000 dollars, after which the organizer of the scheme was also detained.
