After a massive cyber attack on the Ministry of Justice, an important service for individual entrepreneurs was restored in "Diya"

In Ukraine, after the Russian hacker attack, the automatic registration of individual entrepreneurs  was restored on the "Diya" portal. For the proper functioning of this feature, the state service system needed access to the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations (USR).

The return of the service for sole proprietors was announced by "Diya". "Entrepreneurs, open your business in a few clicks—the automatic registration service of sole proprietors on the Diia portal is available again," the announcement said.

Electronic applications for the registration of sole proprietors through "Diya" are submitted directly to the USR. Therefore, while the state register was unavailable, the service could not be provided.

The USR resumed its operation from January 9, 2025. The register was unavailable for three weeks following a massive hacker attack by Russia. Along with the USR, a range of functions on the USR portal were restored:

• free search of information in the register;
• generation of extracts;
• obtaining results of administrative services by access code;
• access of government bodies to register information through access identifiers.

How to open a sole proprietorship online: instruction for the "Diya" portal

• Log in to the Diya portal; you can authorize via Bank ID.
• Select "Business Creation" from the menu, then "Automatic Registration of Sole Proprietorship".
• In the respective section, you will need to submit an application. To do this, fill out the online form and certify the application with an electronic signature.
• The application will be automatically sent to the USR. You can check the status of the application in the "Services" section—"Ordered Services".
