Leonid Dubinskyi, who is wanted by the FBI, was caught in a scheme in the Dnipropetrovsk region

NABU and SAPO uncovered four individuals in the Dnipropetrovsk region who created an organized criminal group and misappropriated over UAH 129 million allocated for the restoration of the region’s critical infrastructure, reports Ekonomichna Pravda.

It is specified that during the period of 2022-2023, the suspects won a tender and signed a contract on behalf of a controlled company with a municipal enterprise for the reconstruction of a water supply line in the Kamyanske district.

NABU noted that the beneficial owner of the company was a well-known local entrepreneur who had influence over the head of the municipal enterprise and is wanted by the FBI for property crimes.

The main component of the contract was the purchase of pipe products, which the "winner" of the tender acquired from the manufacturer at market value through his own shell firm and resold to the municipal enterprise at a price three times higher, NABU added.

As a result of these actions, the municipal enterprise suffered losses amounting to over UAH 129 million.

Members of the group have been notified of the suspicion under Part 5 of Article 191 of the Criminal Code of Ukraine. The organizer of the group has been detained. The identification of other accomplices continues.

According to the Anti-Corruption Action Center, businessman Leonid Dubinskyi has been detained, who, along with his brother Volodymyr, is wanted by the FBI for real estate fraud in California.

Dubinskyi’s brother, Volodymyr, was mentioned in an investigation by UP regarding corruption during road repairs in the Dnipropetrovsk region.

Dubinskyi was associated with the firm "Budinvest Engineering," whose founder was a fitness trainer and a friend of the then head of the Dnipropetrovsk Regional State Administration, Valentyn Reznichenko.
