Major of Lviv TRC is suspected of concealing assets worth 3.25 million hryvnias

The head of the reserve officers and personnel department at the Lychakivsko-Zaliznychnyi Joint District Territorial Center of Recruitment and Social Support in Lviv declared a series of inaccurate data in her declaration amounting to 3.25 million hryvnias.

This was discovered by the media from a full inspection of the officer’s 2023 declaration by the National Agency on Corruption Prevention (NACP).

The declaration did not include information about an apartment in Lviv with an area of 66.8 square meters, which belongs to the declarant’s mother — Valentyna Hnatyuk, since March 2023. However, Nataliya was using this apartment independently. She lived there for an extended period and signed and paid utility bills. In the documents of the energy supplier LLC «Lvivenerhozbut», the surname and initials of the mother are indicated, but the signature appears to resemble Nataliya Hnatyuk’s own signature, not her mother’s. The phone number listed in the documents matches the number in Nataliya’s personal account in the state register. The electricity meter readings in the apartment began to change in April 2023, indicating that someone was living in the premises.

Additionally, through her father, Hnatyuk purchased a Haval H6 (2020) in November 2023 for 793 thousand hryvnias. The property was absent in the declaration. Surveillance cameras recorded the vehicle in the areas where Nataliya Hnatyuk worked and lived. Nataliya spent money at gas stations throughout the year, including in places where the vehicle’s movement was recorded.

There was also an issue with a Volkswagen Tiguan (2013). This car previously belonged to Nataliya, but in 2022 she sold it to her father. However, in 2023, the car was regularly recorded near the Territorial Center of Recruitment. In October 2023, her father sold this car to Oksana Melnyk, the wife of a military recruitment office employee. The NACP suspects that the sale was formal, and that Nataliya Hnatyuk continued to use the vehicle in practice.

The major in the Armed Forces of Ukraine did not disclose a debt to Maryna Hnatyuk amounting to 500 thousand hryvnias. The payments did not correspond to the official exchange rate of the dollar, so the NACP believes that the debt was not fully repaid.

In Nataliya Hnatyuk’s actions, there are signs of a criminal offense under part 1 of article 366-2 of the Criminal Code of Ukraine (declaring inaccurate information), which provides for liability in the form of a fine or restriction of liberty.

Interestingly, Major Hnatyuk was previously fined for unjustly removing 17 reserve officers from the military registration lists.
