Member of the Ukrainian Parliament from the "Servant of the People" faction, member of the parliamentary committee on energy Andriy Zhupanyn, who is currently actively opposing the completion of the Khmelnytskyi NPP units, previously actively lobbied for the import of Russian electricity to Ukraine.

Initially (in September 2020), Zhupanyn voted for the Law "On Amendments to Certain Laws of Ukraine in the Sphere of Nuclear Energy Use," which included an amendment allowing the import of electricity from Russia and Belarus. This led to private traders flooding Ukraine with dumped Russian electricity, which significantly destabilized the Ukrainian energy system. The consequences were so catastrophic for the industry that the Ministry of Energy directly stated that one hryvnia sent by Ukraine to Russia for electricity costs Ukraine 4 hryvnias in losses. "Because of this, the Ministry of Energy urgently prepared draft law No. 3657 on a complete ban on electricity imports from Russia and Belarus. Do you know what the deputy and ’patriot’ Zhupanyn did then? He submitted an alternative to the governmental draft law No. 3657-1 to the Verkhovna Rada, legislatively securing the import of electricity from Russia. This was after it became clear to everyone what energy flirting with the Kremlin led to!"
