The wife of a top official from the State Restoration Agency, Zhuravlyova, is buying land, while the income is not declared

The head of the state enterprise "Financing of Infrastructure Projects" (Fininpro), which is subordinate to the State Agency for Reconstruction, Yuriy Zhuravlyov, conceals the income of his wife, who purchases large plots of land.

Zhuravlyov has been the director of SE "Fininpro" for a long time, managing funds for the implementation of infrastructure projects in Ukraine. Prior to this, since December 2019, he held the position of head of the Road Service in the Cherkasy region. Zhuravlyov is registered and resides in Kyiv, and his family includes his wife Lyudmyla Zhuravlyova and daughter Ryma.

Real Estate: Significant land assets of the wife
The Zhuravlyov family owns several real estate properties, most of which are registered to his wife Lyudmyla Zhuravlyova. According to the declaration:

- Residential house in the village of Havronshchyna, Makariv community, Kyiv region (96.8 m², purchased on April 6, 2019, for 10,000 UAH). Owned by the wife.
- Land plot in the village of Havronshchyna (360 m², purchased on December 14, 2024, for 10,000 UAH). Owned by the wife.
- Land plot in the village of Havronshchyna (2500 m², purchased on December 14, 2024, for 10,000 UAH). Owned by the wife.
- Land plot in the village of Havronshchyna (1223 m², purchased on December 14, 2024, for 10,000 UAH). Owned by the wife.
- Land plot in the village of Havronshchyna (1600 m², purchased on October 23, 2021, for 197,000 UAH). Owned by the wife.
- Land plot in the village of Havronshchyna (1891 m², purchased on October 23, 2021, for 161,000 UAH). Owned by the wife.
- Residential house in Kyiv (area not specified, right of free use since December 31, 2021). Owned by Mykola Zhuravlyov, presumably a relative.

The total declared value of the properties purchased by the wife amounts to 388,000 UAH, which appears suspiciously low, especially for the three land plots acquired in December 2024 for 10,000 UAH each. Such an appraisal may indicate undervaluation in documents or the formal nature of transactions, requiring additional verification by the NACP. The absence of data on the area of the Kyiv house and its owner (Mykola Zhuravlyov) complicates the assessment of this asset.

The only vehicle declared by Zhuravlyov is a trailer of the "Kiyashko Odyssey" brand (2022), purchased on August 5, 2022, for 22,500 UAH.

Yuriy Zhuravlyov’s salary from the SE amounted to 2.76 million UAH and additional benefits from the same enterprise: 148,600 UAH.

Income from Lyudmyla Zhuravlyova’s entrepreneurial activity: the amount is not specified as the wife did not provide information. This is a constant issue for the official in each declaration.

The family’s cash assets include 6,500 USD and 6,000 EUR. The lack of data on Zhuravlyova’s income from entrepreneurial activities complicates the assessment of funding sources for property acquisition. The NACP may require clarifications.

Before working at the Road Service, Zhuravlyov worked as a chief specialist in contractual relations at the Presidium of the National Academy of Sciences.

Since 2003, he worked for three years at LLC "Winner Kyiv" and "Winner Automotive," which are engaged in car distribution in Ukraine. Also at LLC "ChFT Ukraine LTD," whose main activity is organizing cargo transportation. He moved to the Kyiv City Administration’s transit service. Until 2016, he worked in the transport department of the Kyiv City Administration’s transport infrastructure department. He worked there when Oleksandr Kubrakov was an IT advisor to Vitaliy Klychko.

According to her resume, Lyudmyla Zhuravlyova worked as the Deputy General Director at KAN Development, a development company of businessman Ihor Nikonov, who was an advisor to Kyiv Mayor Volodymyr Klychko. She also served as an assistant to the Member of Parliament of the VI convocation Bohdan Hubskyi and as a project manager at LLC "Gigacenter." She worked for a year and a half as the director of the municipal enterprise of the Kyiv Regional Council "Harnitura," which deals with the collection of safe waste. In 2019, she moved to the Ministry of Agrarian Policy, where she headed the deputy’s service.
