The new IMF memorandum states that after the war, Ukraine needs to increase utility tariffs.

It is noted that despite the increase in 2023 and 2024, "electricity prices for households are about half the electricity cost for small businesses in Kyiv, while gas prices for households cover approximately 50% of costs based on market gas prices."

Therefore, as the IMF claims, Ukraine needs to develop a plan to raise utility tariffs to a level where they cover costs while taking social aspects into account.

The IMF also recommends reviewing housing and utility subsidies "to enhance the efficiency and accuracy of their provision" and developing a "proper definition of vulnerable households in need of support."
