The head of "Lvivvuhillya" under investigation: who is behind the "kickbacks" schemes

The head of SE "Lvivvuhillya" has come under the scrutiny of law enforcement – who among the "Servants" is backing him?

From May 2023 to December 2024, "Lvivvuhillya" was headed by Vadym Kras. As a result, he had to leave his position due to an announced suspicion of abuse of official position, causing severe consequences, and official forgery; "earmarked" over 2 million UAH in bonus payments.

In January 2025, Pavlo Ovchinnikov, who previously headed the "Vidrodzhennia" mine, took charge of "Lvivvuhillya" as the acting CEO. According to "Dilo" sources, law enforcement officials launched a pre-trial investigation into the management of SE "Lvivvuhillya" over the misappropriation of the company’s property during the procurement of mining equipment and the sale of coal products.

This concerns the acting CEO of SE "Lvivvuhillya" Pavlo Ovchinnikov, who, in collusion with the acting deputy general director for MTP, transport, tender procurements, and product sales Serhiy Starodubtsev, the director of economics and finance of SE "Lvivvuhillya" Oleksandr Abramov, and the deputy general director for legal affairs of the state enterprise Oleksiy Zherebko, abused their official positions by instructing mine employees to sign fictitious acts of acceptance-transfer of mining equipment and the provision of its repair services from business entities controlled by SE, for the purpose of further misappropriating state enterprise funds.

Additionally, to carry out the schemes, Starodubtsev involved Andriy Lastovychenko, who was appointed as the deputy director of the directorate for MTP, transport, tender procurements, and product sales of SE "Lvivvuhillya". Lastovychenko directly holds meetings with supplier representatives to discuss cooperation conditions and “kickback” amounts.

Meanwhile, it is known that one of the providers of works and services through which funds of the state enterprise are also misappropriated is the individual entrepreneur Petro Tanchyn, who provides transportation services for "Lvivvuhillya" employees, inflating the number of services provided. It is known that Tanchyn uses entrepreneurs under his control, who overstate in the accounting documents the volume of services rendered.

The head of the NGO "Road Control West" Oleksandr Klimov writes that the beneficiary of the schemes is the MP from the "Servant of the People" Yuriy Kamelychuk.
