The case of the seizure of the Odesa coast: the investigation is stalling, the figures are connected with Halanternik

The investigation into the illegal construction on the Odesa coastline near Langeron Beach has effectively come to a halt – the Primorsky District Prosecutor’s Office and regional police are not showing activity in case No. 42020162030000128, concerning manipulations with documentation during construction.

The land plot in question is where the former DOSAAF water station was located near the «Nemo» complex. In 2010, the company PP «SPS-Rielt» purchased eight buildings situated on this territory, despite the previous owners acquiring them under questionable circumstances. Instead of demolishing the buildings and improving the area, as stipulated by agreement, the company began commercial construction.

Court attempts to return the plot to the city ended in failure — the rulings favored the private firm. The company itself has a suspicious background: it was previously co-owned by the notorious Volodymyr Kurochka, who is associated with influential developer Volodymyr Halanternik.

The owners of «SPS-Rielt» also include entrepreneurs specializing in fruit imports and individuals linked to the charitable foundation «Children for Children,» founded by families of Ukrainian businessmen. One associated property — the M1 Hotel — is located next to the disputed plot.

In 2020, the prosecutor’s office initiated a criminal case regarding the entry of false data into construction permit documentation. Subsequently, the investigation was decided to be closed, but the decision was challenged and the case was reinstated. However, since December 2022, no investigative actions have taken place, indicating its effective "freezing".
