Roads in the center of Kyiv will be blocked due to the visit of foreign delegations

On Tuesday, September 10, temporary traffic restrictions will be introduced in the central part of Kyiv due to security measures involving foreign delegations.

This was announced by the State Guard Service of Ukraine.

The traffic restrictions are related to official and working visits of heads of foreign states, governments, parliaments, and international organizations. The State Guard Service urged Kyiv residents and visitors to take these changes into account when planning their routes.

As noted by the Service, in accordance with the Law of Ukraine «On State Protection of State Authorities of Ukraine and Officials» and the Regulation «On State Protocol and Ceremonial of Ukraine», approved by the Decree of the President of Ukraine dated August 22, 2002, No. 746/2002, foreign high-ranking officials staying in Ukraine on official or working visits are provided with state protection. Military personnel of the State Guard Service of Ukraine, together with units of the National Police, have the authority to temporarily restrict or prohibit the movement of vehicles and pedestrians on streets and roads during the passage of heads of foreign states, governments, parliaments, leaders of international organizations, and foreign delegations. They may also restrict citizens’ access to certain areas or facilities, as well as require individuals to remain in designated places or leave them. These powers are regulated by Article 18, Clause 3 of the Law of Ukraine «On State Protection of State Authorities of Ukraine and Officials» and the Decree of the President of Ukraine dated October 3, 2006, No. 815/2006 «On Regulating the Application of Temporary Restrictions or Prohibition of Traffic During the Movement of Persons Under State Protection».
