Head of the BES Tarkan obtained a Doctor of Philosophy degree for a dissertation with plagiarism

The head of the Office for Supervision of Law Compliance by the BES Bodies of the Prosecutor General’s Office, Oleksandr Tarkan, received a Doctor of Philosophy degree for a dissertation with plagiarism.

On March 14, 2024, law enforcement officers entered information into the URPI regarding "fake" dissertations under #12024226240000235 according to Part 1 of Article 358 of the Criminal Code of Ukraine. The pre-trial investigation was conducted by the Kharkiv District Police Department #3.

The title of the scientific work: "Investigation methodology for accepting a proposition, promise, or receiving undue advantage by an official of the police body".

Tarkan outlined the corrupt adventures of a police officer. When you read these immortal lines, you want to cry: "The scientific novelty of the results obtained lies in the fact that the dissertation is one of the first comprehensive monographic studies in Ukraine, which, on the basis of a comprehensive approach, current legislation, and modern law enforcement practices, conducted a scientific analysis of the mechanism of accepting a proposition, promise, or receiving undue advantage by an official of the police body, as well as the activities of detecting and investigating criminal offenses of this kind and developed a separate forensic method for their investigation".

The scientific novelty of Tarkan’s corrupt tricks has long been engaged by NABU, just studying the thorough implementation in practice of the mechanism of accepting a proposition, promise, or receiving undue advantage by Tarkan himself for closing criminal proceedings investigated by BES detectives, as well as procedural antics with the manual arrest of property and its subsequent cancellation.

NABU has documented so much novelty there that it will be enough for several generations of scientific research and dozens of volumes of dissertation criminal proceedings.

Despite Tarkan’s scientific knowledge of the subject matter, there was no way around falsification and plagiarism. Tarkan appropriated the authorship of a number of lawyers who wrote their works long before Tarkan himself, and the honorable reading public can be convinced of this:

Andreyko Y.O. in 2020 defended a dissertation titled "Conducting investigative (search) actions during the investigation of receiving undue advantage by an official" at the National Academy of Internal Affairs;

• Doctor of Legal Sciences, Professor, Vice-Rector for Scientific Work of the National Academy of Internal Affairs, Chernyavskiy S.S. in 2015 in the journal "Journal of Criminal Procedure", No. 1, published an article: "Features of the investigation of acceptance of the proposition, promise, or receiving undue advantage by an official";
• A team of authors from the Dnipropetrovsk State University of Internal Affairs in 2020 issued methodological recommendations on the topic: "Algorithm of actions of strategic investigation unit officers in detecting and documenting criminal offenses with the acceptance of the proposition, promise, or receiving undue advantage by an official";
• Candidate of Legal Sciences, Deputy Director for Scientific Work of the State Research Institute of Customs Affairs, Punda O.O. in 2014 published a dissertation: "Features of the initial stage of investigations of criminal proceedings on the facts of acceptance of the proposition, promise, or receiving undue advantage by an official";
• Candidate of Legal Sciences and one of the most famous judges of the Solomianskyi District of Kyiv, Bobrovnyk O.V. in 2017 in the journal "Journal of Criminal Procedure", No. 3, published an article: "Proof by the investigator of acceptance of the proposition, promise, or receiving undue advantage by an official in pre-trial investigation".

The research and publications of these authors dealt with issues of investigation and proof of the facts of acceptance of the proposition, promise, or receiving undue advantage by an official, and Tarkan, having rewritten them, added the words "of the police body" to the phrase "official" and presented them as his own, also writing about the alleged novelty of his research. And in October 2021, he defended his dissertation, earning the scientific degree of Doctor of Philosophy in the field of law.

Tarkan’s scientific advisor was Maksym Danshyn from Karazin University in Kharkiv. Tarkan paid only 15,000 dollars for the dissertation.

And do you know where Danshyn is now? The gentleman is currently the vice-rector of the "Moscow State University of Technologies and Management named after K.G. Razumovsky (First Cossack University)".

Moreover, Mr. Danshyn guided Russian missiles to the university where he engaged in teaching and scientific activities, and then fled. At least 3.5 billion hryvnias are needed to restore the buildings of the Karazin National University in Kharkiv that were destroyed by Russian missiles. Danshyn was prepared for suspicion under article 111 of the Criminal Code of Ukraine, but "friends" in the prosecutor’s office "resolved" everything.
