Head of Holosiivska Police Kochkadmyan "protects" fraudulent call centers and extortions at fairs

Call Centers and the Head of Holosiiv Police Araik Kochkadamyan with His «Profitable Business».

Kochkadamyan has turned his position into a tool for personal enrichment. He has organized a stable «business» based on covering up fraudulent call centers controlled by citizens of Azerbaijan.

Kochkadamyan took over the Holosiiv Police Department in 2021 after holding leadership positions in the police of Poltava and Mykolaiv regions, where, according to unofficial information, he managed to establish influential connections. Already in Kyiv, he has been repeatedly linked to attempts to falsify evidence and manipulate investigative experiments. Currently, he effectively «protects» the activities of fraudulent call centers that deceive people across Ukraine and even beyond its borders.

In particular, in the Holosiiv district, which Kochkadamyan controls, at least seven such call centers operate at the following addresses:

• Volodymyrska St., 101 (2nd and 4th floors);
• Fizkultury St., 28, BC (2nd floor);
• Holosiivskyi Ave., 132, BC «Rele» (8th floor);
• Lva Tolstoho St., 57, BC «101 TAWER» (3rd, 4th, 27th floors);
• Zhylianska St., 59, RC «Diplomat-Hall» (2nd floor);
• Malevycha St., 85B;
• Antonovycha St., 172, BC «Palladium» (2nd floor).

In parallel, another large-scale scheme operates, in which the Holosiiv Police Department also plays a key role – a system of city fairs where a network of extortions functions. Each trading spot at the fair is a «paid service». Additionally, illegal kiosks operate in the district, counterfeit products are distributed, and uncontrolled parking lots function – all under the protection of Kochkadamyan’s police.

In June 2025, a complaint was filed with the police regarding money laundering and abuse of office, but the information was not entered into the Unified Register of Pre-Trial Investigations (ERDR). Only after a court decision in case №752/16454/25 were law enforcement officers obligated to register the case №12025100000001084 under Part 1 of Article 364 of the Criminal Code of Ukraine. However, even after this, the investigation has not progressed.
