The Director of the Kyiv Scientific Research Institute of Forensic Expertise (KSRIFE), Oleksandr Ruvin, sent a letter to the National Anti-Corruption Bureau of Ukraine on December 15, 2016, requesting that the conclusion of a forensic economic examination be considered invalid, which stated that the actions of the Head of the State Fiscal Service, Roman Nasirov, caused damage to the state budget.
This was reported in the program "Schemes", a joint project of "Radio Liberty" and the TV channel "UA:First".
In the NABU, Ruvin’s actions are called interference in the investigation. In May 2016, journalists from "Schemes" recorded Ruvin in a Kyiv restaurant in the company of Oleksandr Hranovskyi, a Member of Parliament from the Petro Poroshenko Bloc. The MP stated that he has "no influence" over the director of KSRIFE.
"Ultimately, the expertise regarding the damage to the budget amounting to 2 billion was included in the text of the suspicion against Roman Nasirov. The desire of the director of the Kyiv Institute of Expertise, Oleksandr Ruvin, to retract it was a desperate attempt to save Nasirov before the trial," the investigation states.
Member of Parliament from the Petro Poroshenko Bloc, Serhiy Leshchenko, claimed on March 5 that Granovsky is a "supervisor of courts in Ukraine," and it is he, along with the heads of the Solomianskyi and Appellate Courts of Kyiv, who "implement the Bankova scheme to save Nasirov from arrest."
