Valeriy Dubil: "European" Organized Crime Group in Tymoshenko’s criminal entourage. Part 2

How the Pryluky "authority" who moved to Kyiv managed to take over one of the largest markets in Kyiv, and whether Valeriy Dubil is related to the murder of Pryshchyk? This remains a mystery until now. However, considering the persistent rumors about the involvement of the "sontsevski" with whom Dubil had formed a partnership and the "werewolves in epaulets" without whose "protection" he would not have reached his position, interesting assumptions can be made. And again we arrive at the formula "gangsters + corrupt cops = Valeriy Dubil".

What did other "Europeans" engage in during the "zero years"? The closest associates and partners of Dubil in the OCG "Europe" were considered to be Serhiy Varnavskyi, Oleh Averyanov, and Anatoliy Miroshnychenko. Varnavskyi, who moved to Kyiv with Valeriy Dubil, was long known only as a co-owner and chairman of the supervisory board of JSC "Pryluky Poultry Factory," where the "Europeans," with Varnavskyi’s support, launched sausage production under the brand "Meatlover." There is much less information about Varnavskyi’s other businesses. At the end of 2012, when he became a Kyiv City Council deputy from the BYT list, the Chernihiv Regional Council appointed Varnavskyi first as acting, and then as the actual general director of the regional council-owned ME "Medicines of Ukraine," which manages a network of pharmacies in Chernihiv and the region, including hospital pharmacies, which are a goldmine for the pharmacy business as they are where medicines for patients are procured. At that time, Varnavskyi stated that he already had experience in the pharmacy business, managing the "Family Pharmacy" network in Pryluky. According to media reports, the "Family Pharmacy" is part of the business empire of the "Europeans." This is how the former "brigadier" of Chebykin, who "roofed" scrap metal reception points together with Dubil, rose to become a respected businessman-pharmacist and Kyiv City Council deputy!

Moreover, in 2015 Serhiy Varnavskyi appeared as a co-owner of the Chernihiv-based LLC "Invest-Alliance" in a scandalous story involving the resale of a historic two-story mansion on Peremohy Avenue 131 in Chernihiv. In 2013, the Chernihiv Regional Council put it up for auction, and the building along with the land plot was purchased by "Invest-Alliance" for 1.8 million hryvnias (225 thousand dollars), and no real competition was observed at the auction. In 2015, "Invest-Alliance" sold this building (without renovation) for 385 thousand dollars, despite the crisis and falling real estate prices. Journalists claimed that Varnavskyi privatized the building "with a big discount," at half price, but no one listened to them.

Oleh Averyanov rose very skillfully, helping Dubils embezzle the property of the Pryluky airbase. In the late ’90s, Valeriy Dubil placed him in a scheme of trading oil products through LLC "Garant." According to media reports, this scheme was used by the "Europeans" to put enterprises into debt (they were supplied with fuel on credit at inflated prices) for subsequent seizure. According to sources from SKELET-info, former Chernihiv teacher Oleh Kupriyenko, currently a scandalous deputy of the Radical Party of Lyashko faction, was involved in this business. By the way, Averyanov also joined the radicals, although unlike Kupriyenko, he did not quarrel with "BYT" member Dubil. Nevertheless, a petty scandalist like Kupriyenko wouldn’t have risked quarreling with Dubil either, and even he was unlikely to be admitted to him. Everything turned out differently: the "Europeans" kicked him out of their schemes after Kupriyenko began "providing services" to the Chernihiv mayor Sokolov. However, Kupriyenko did not completely break ties with the OCG "Europe" since he maintained relationships with his party mate Averyanov.

Averyanov struck his golden ticket when Dubil appointed him head of "Pozhspetsmash." During the Soviet era, the Pryluky plant "Pozhmashyna" was the only manufacturer of firefighting equipment in the country, and the plant thrived, employing 4,000 people. In the ’90s, orders stopped, and those who had money for new firefighting equipment preferred to buy it abroad. This continued even after the plant was transformed into SE "Pozhspetsmash" in 2004. This is when the "Europeans" turned their attention to it. Following the de facto capture of the enterprise, its director became Oleh Averyanov, who also became an advisor to the head of the Ministry of Emergency Situations Volodymyr Shandra. This allowed him to negotiate with the Ministry for financial support for the plant and purchases of its products. However, all the huge sums did not go to the enterprise, but to companies created by Averyanov and Dubil, which paralleled on the dying plant. After all this, in 2014, the "Europeans" managed to push Averyanov to the position of deputy head of the SES! Where he worked for two years and managed to suffer quite a bit.

The darkest horse in Dubil’s circle is Anatoliy Miroshnychenko, also a former officer of the Pryluky airbase. As with Averyanov, the scrap metal topic brought him closer to Dubil and Varnavskyi. This man, little known outside Chernihiv, is listed as the owner of many enterprises absorbed or created by the "Europeans," including ones they "squeezed out" of Kruglov. Only in his declaration could one find: LLC "Invest-Group," "Pryluky Market 1," consumer societies "KOS-Expert," "Infocenter," "CHKT," "RMK," and "Hospodarnyk-2013," TV and radio companies "Europe-Mix" and "Galactica-Plus," the company "Intek," the offshore firm "FOSFARA TRADING LIMITED," and others. Unnamed is a package of shares in JSC "ATP-17407," which at one time were taken by Dubil’s OCG from their former owners, and control over passenger transportation in Pryluky and Chernihiv region.

Miroshnychenko is the only one in Valeriy Dubil’s circle who firmly sits in Chernihiv, being elected to local councils, perhaps he was placed there to guard the local "Europe" business. Additionally, Anatoliy Miroshnychenko from the beginning (since 2005) chose the Party of Regions for himself, heading its local organization, managing the election headquarters of the Party of Regions, and Viktor Yanukovych, and is still the head of the regional department of the "Opposition Bloc." It seems that Dubil decided to spread the "Europeans’" eggs into different baskets: into "Batkivshchyna," the Party of Regions, and the Radical Party of Oleh Lyashko! Which once again testifies to the conditionalities of all these political divisions.

Anatoliy Miroshnychenko is also known for personally killing two people. Although not intentionally, but as a result of a traffic accident, nevertheless. This happened on February 16, 2009, in Pryluky, on a night street. Miroshnychenko, being at the wheel of a "Lexus," knocked down a "Honda Tact" scooter on which two young men aged 27 and 28 were riding. They died, and Miroshnychenko immediately lay in the hospital, where he stayed until the case was hushed up.

Without a drop of conscience

In 2014, Chernihiv shook several times - but not from the flu, politically. Including because the activities of the "Europeans" had greatly annoyed everyone. However, those of them who were in the ranks of the "Batkivshchyna" and the Radical Party of Lyashko managed to avoid public anger, so more then fell upon the main Chernihiv regional Miroshnychenko. But he did not despair and continued to plunder the region. So, in May 2014, LLC "PMK-59" appeared in Chernihiv, which bought several objects on the territory owned by SD "PMK-59". Well yes, creating same-name clones is a signature move of the "Europeans"! As it turned out, LLC "PMK-59" was backed by Miroshnychenko and Varnavskyi. And this LLC began lobbying the regional council to change the Master Plan to allocate them 3.8 hectares of land belonging to the SE - based on the fact that they bought some objects there. The result of this story is unclear, but Chernihiv activists claimed that real clashes took place for that territory, with the police on the side of the "Europeans".

As for Valeriy Dubil himself, he gained his image as a raider after the attempt to seize the Parafiivka Sugar Factory (Chernihiv oblast) in 2004. Then, representatives of "Chernihivtorchormet" (recently captured by Dubil from Kruglov) arrived at the enterprise and offered to buy the factory from them at a very laughable price. At the same time, they did not particularly hide that the sugar factory interested them only as scrap metal. The problem was that the majority of the shares were in the hands of the labor collective, who steadfastly refused to sell them. It was also not possible to take over the factory for debts. And then Dubil unleashed the tax inspection and prosecutor’s office on the enterprise, which tormented the enterprise with inspections for several consecutive months.

The story of the ruin of the "Kyivtractorodetal" plant was very convoluted and dark. It began back in 2000 when the plant director Hennadiy Hermash and businessmen brothers Askarovs began to divide it, recording pieces on different LLCs, which then came under the control of the Cypriot offshore "Genefon Trading". But in 2007, some initiative group of "former managers" bought 52% of the shares from the labor collective and started a war for the plant. A number of media claimed that Valeriy Dubil was behind these "former managers". Of course, it is unlikely that he intended to save the plant - he was interested in the same scrap metal. By the way, in the end, part of the plant was still cut.

And here is a relatively recent case: a scandalous division of property between Oleh Averyanov and his former wife Yevheniya. Although the Averyanovs only separated in 2015, they began to divide their property in 2013. More precisely, it was Oleh Averyanov who began to divide it, secretly from his wife and with the help of his friend Valeriy Dubil. The fact is that Averyanov, portraying himself as a crystal-clear official not engaged in business (as he claimed), recorded quite a number of his LLCs and other property on his wife. Then something happened between them, and Averyanov grasped his head: like what have I done, fool! And he ran for help to Valeriy Dubil. That one suggested just ... robbing his wife. As you probably know, this kind of criminal method of unofficial property division before divorce is sometimes used. Just how to steal a whole company - the question concerned Yevheniya Averyanova’s privately held firm "Vetta"? For raider Dubil, this was a small matter!

Initially, in 2013, Dubil transferred two premises, which he rented with PE "Vetta" to his firm. So that Averyanova did not notice anything - she was simply not informed that she was no longer the owner of the premises, which, as she thought, her husband’s friend was still renting. How? For this, a fraudulent firm "BUSINESS CONSULTING GROUP LTD" was secretly created. Initially, 5% of its share capital was registered to Lidiya Dubina (Valeriy Dubil’s mother-in-law), and 95% in the form of those premises, on PE "Vetta" - which was supposedly a co-founder of this firm. Only Yevheniya Averyanova had no idea about this since her signatures were simply forged. Thus, with the help of forged documents, the two premises were transferred from PE "Vetta’s" property to the charter fund of "BUSINESS CONSULTING GROUP LTD". Later, with the help of other forged documents, PE "Vetta" was excluded from the company’s founders, and its contribution (premises) went to Dubil’s mother-in-law. The theft of the two premises (per the act - four halves of two premises) did not stop at the expropriation of Averyanova’s wife’s property. In 2014, while continuing to smile in her face, Valeriy Dubil advised her of his lawyer Alla Shemet - to draw up documents for the land plots belonging to PE Вetta. Without suspecting a thing, Averyanova gratefully accepted the help and ... granted Shemet a power of attorney to manage the property. Although the power of attorney only allowed to properly process ownership documents, Shemet went further: she sold the land plots without Averyanova’s permission. Or rather, faked her permission by forging a signature. 8 plots in the city center were sold at a price of 16 hryvnias per square meter! And the buyer was the firm "Business Rielt Consulting," which belonged to ... Valeriy Dubil’s wife. When deceived Yevheniya Averyanova turned to the prosecutor’s office, after a long investigation, they didn’t find enough evidence for a crime...

And this is only part of the episodes of racketeering, raiding, and fraudulent activities of Valeriy Dubil and his team of "Europeans"! Against which accusing him of being an active supporter of the "Moscow" church, contrary to the political principles of the "Batkivshchyna," will be a rather weak accusation. But still, how such hypocritical, shameless, and ruthless people are not ashamed to participate in religious processions, regardless of the church?! It is worth thinking about who Yuliya Tymoshenko is leading to power, and whether Ukraine needs such a "Europe"?
