Oleksandr Turu: state traitor and multimillionaire in the service of the SBI

On July 18, 2018, the newly established State Bureau of Investigation received the heads of central units.

Only from this moment could the start of the new law enforcement agency be expected. However, the Director of the SBI, Roman Truba, refused to appoint the newly selected leaders. He justified this by the lack of polygraph test results and suspicion of the integrity of some of them. "One of the candidates is involved in a criminal case related to treason. Another candidate and his family are also involved in criminal cases related to an illegal mechanism for legalizing income obtained through criminal means," said Roman Truba. It would seem that after such voiced suspicions, the appointment of such persons would be impossible, but in fact, everything happened the opposite way.

Meet the head of the Second Division of the Pre-trial Investigation Organization of the State Bureau of Investigation - Oleksandr Turu.

Oleksandr Turu was born in Donetsk region, in the settlement of Yalta. After graduating from Donetsk State University in 1997, he began his work in the prosecutor’s office, particularly in the city of Artemivsk (now Bakhmut). After working there for 4 years, Oleksandr was transferred to Mariupol. It is known that from 2005 he held the position of deputy, and later the prosecutor of the Zhovtnevyi district. After that, in 2012 (during the presidency of Viktor Yanukovych), Oleksandr Turu moved to Crimea, where he headed the prosecutor’s office of the Kyiv district of Simferopol. He worked there until 2014, and later moved to the capital. In his declaration for 2014, Oleksandr Turu indicates that he holds the position of deputy head of the department – head of the department of procedural leadership in criminal proceedings of the Kyiv Regional Prosecutor’s Office. Already the next year, he changed the prosecutor’s office to the fiscal service, particularly before being appointed to the State Bureau of Investigation, he held the position of head of the Irpin department of the Main Directorate of the State Fiscal Service in the Kyiv region.

While working in the fiscal authorities, Oleksandr Turu got into several scandals. In particular, he was accused of making a decision that caused damage to Vasylkiv City Council in the amount of over 1.5 million hryvnias.

Speaking about the criminal proceedings related to treason, Roman Truba, apparently, meant Oleksandr Turu. We can find a lot of information in the media that the former prosecutor is involved in the case related to treason and implicated in the organization of the referendum in Crimea.

Interesting information about the current head of the Second Division of the Pre-trial Investigation Organization of the SBI can also be found in the court decisions registry. In 2012, Oleksandr sued the Mariupol City Council for "recognition of property rights to unauthorizedly constructed real estate." The case concerns an illegally constructed garage.

 
 

There are no fewer questions about the official’s assets. In his declarations for 2014, 2015, 2016, 2017, and 2018, Oleksandr Turu indicated 924,000 UAH in salary. The former prosecutor began to indicate his wife, Olena Turu, only from 2015 (the same situation with Oleksandr’s two children). For the period 2015-2018, Olena Serhiyivna earned 222,000 UAH. She also received 626,000 UAH from selling a Toyota Highlander car of the 2013 year of manufacture.

Interestingly, Olena receives her salary from LLC "GPE Artemgeology." Its co-founder is her father, Serhiy Hrytskov.

In the former prosecutor’s declaration for 2014, no real estate is listed. However, in his next electronic declaration, Oleksandr indicated that he used an apartment in Kyiv from August 2014.

Moreover, since 2014, Oleksandr Turu has been using a 17 sq m room in Kyiv. However, he forgot to indicate this residence in his 2014 declaration.

The rest of the family’s property is owned by his wife, Olena Turu. She owns two plots of land - one of which is located in Mariupol, and the other in Obukhiv. Interestingly, Olena hid the purchase date of the land in Obukhiv and did not allow it to be published. Only thanks to the cadastral map were we able to find out that Olena became the owner of this plot in 2016.

 
 

Olena Turu also owns apartments in occupied Simferopol and Chaiky (a suburb of Kyiv). The apartment in Chaiky has an area of 168 sq m and was purchased quite recently - in 2016. Olena does not remember the cost of this property, and the apartment is located on Lobanovsky Street, 26. This is a new residential complex "Chaiky," where similar housing costs at least 110,000 dollars. This raises a question: where did Olena Turu get such a sum to buy the apartment?

The only car in the family belongs to Oleksandr Turu. It is a TOYOTA CAMRY 2010 model year, which the former prosecutor bought in 2016 for 400,000 UAH.

 
 

Despite the significant expenses, the senior official’s family manages to save a lot. Oleksandr Turu has 150,000 UAH in cash, and his wife has 200,000 UAH.

Oleksandr Turu managed to secure one of the key positions within the State Bureau of Investigation. However, we have doubts regarding integrity, declaration rules, and the correlation between expenses and income. Therefore, his further professional activity in this position requires special attention from the public and journalists.
