Artur Yemelyanov and his corrupt gang
The desire of the new Ukrainian authorities to have full power prompts the officials to make agreements with the old regime managers of the judicial system.
In particular, the flourishing, successful "top manager" of commercial and administrative jurisdiction — Artur Yemelyanov — through multi-stage manipulations with representatives of various factions, successfully achieved the desired result — reached an agreement with the new Minister of Justice to preserve the old system of "effective management of the judiciary".
Mr. Petrenko motivates his strange behavior before the country’s top leadership with the desire to maintain "control over the judiciary in state interests". Since Minister Petrenko is just a puppet in this story, I hasten to draw your attention to the rather odious figure, very well-known in judicial circles, Deputy Chairman of the High Commercial Court of Ukraine Artur Yemelyanov.
"Artur Yemelyanov has long been known to the Ukrainian press. His fame is based on the speed of the rise of the "young and talented" star in the judicial sky. In 2000, he was appointed as a judge of the Donetsk Region Commercial Court for a five-year term. In 2005, he became a permanent judge of the Donetsk Region Commercial Court. From 2005 to 2010, he served as Deputy Chairman of the Donetsk Region Commercial Court. From 2010 to 2011, he was the head of the Donetsk Region Commercial Court.
Having passed all the stages of the commercial judicial hierarchy in the Donetsk region, Yemelyanov was transferred to Kyiv in 2011, where he headed no less than the Commercial Court of the capital. A year later, he became Chairman of the Kyiv Court of Appeal’s Commercial Court. During the meeting of the Council, where Yemelyanov was appointed head of the commercial court of Kyiv, the commission members did not ask him a single question. The main argument in support of his candidacy was the recommendation of an old acquaintance of Artur Yemelyanov — the head of the HCCU Viktor Tatkov.
Later, Yemelyanov was appointed a judge of the higher specialized court, and two weeks after his appointment, the Council of Judges of Commercial Courts recommended him for the position of Deputy Chairman of the HCCU. A dizzying career, to say the least. It was fulfilled thanks to the firm hand of the curator — HCCU head Tatkov.
To understand how "things are done" by this inseparable duo from Donetsk, here are a couple of links: Article1, Article2.
They "work" on order. Moreover, they fulfill orders of any complexity: "In Ukraine, there is an organized system of property seizure using unlawful court decisions. And some judges today have become leaders of organized raider groups," experts note.
As an example, they cite a recent media report that exposed the head of the High Commercial Court of Ukraine Viktor Tatkov, in which investors — the Polish company "Piast" and its Ukrainian subsidiary "Feed Mill ’PIAST-Nizhyn’", as well as the Ukrainian "Radosyn", who invested over ten million hryvnias in the construction of a poultry farm, were affected.
The owners lost the enterprise through the bankruptcy scheme of "Radosyn", and the claims of legal creditors were deemed hopeless. Various media expose raider schemes conducted by Viktor Tatkov and his deputy Artur Yemelyanov in the interest of the Russian raider group of Anvar Farukshin, Boris Fedotov, and German Alimov. On February 23, 2014, the Ukrainian parliament dismissed a number of "former" officials, but the dismissal of the HCCU head Tatkov for some reason was not addressed. Neither was there any mention of his deputy — Artur Yemelyanov.
Artur Yemelyanov, they claim, continues to manage his own hotel business in one of the EU countries, also control a business in the Donetsk area, and feels good. As they say, Mr. Yemelyanov felt particularly confident after reaching an agreement with the new Minister of Justice Pavlo Petrenko.
Thanks to this strong contact, Artur Yemelyanov managed to negotiate changes to the draft Law of Ukraine "On Restoring Trust in the Judicial System of Ukraine" developed by the Cabinet of Ministers. In particular, an agreement was reached to remove only court chairpersons from their positions (to placate the public), while leaving deputies in key positions, one of whom is our hero. Yemelyanov-Petrenko have already determined the list of so-called legal firms, through which cash flows will be directed to those interested in the successful resolution of cases by business entities.
Do not forget about the ill-fated Yemelyanov’s representative in the ranks of the "supervisory body over control bodies" — deputy General Prosecutor Mykhaylo Havrylyuk. It is with the light hand of the modest and inconspicuous Havrylyuk that law enforcement access was closed to the sanctum sanctorum — corruption in the judicial system. Indeed, what Artur Yemelyanov tirelessly shouts at all meetings with judges, saying, "it was I who covered for you all these years, neither the Ministry of Internal Affairs/SSU, nor prosecutor’s office touched on our affairs. And you, ungrateful, now want democracy?"
Therefore, as you can see, although the composition of the theater troupe is new, the repertoire remains old... This is useful information, which has been ignored with enviable persistence over the years by the esteemed members of the High Council of Justice, High Qualification Commission of Judges, and the General Prosecutor’s office of Ukraine.

So much has been written about him, no less than about his protégé — Artur Yemelyanov. All his merits to the "family" cannot be listed, but the main thing should be noted — Viktor Tatkov is the man whose efforts have virtually destroyed the judicial system. It was under his patronage that Yemelyanov made decisions about VAT, for which Artur almost lost his judge status, saved by the fact that after Yanukovych came to power, all disciplinary processes were successfully closed. Tatkov has family obligations with Mykhaylo Havrylyuk.
Thanks to Tatkov, in particular, a young, unknown girl, Olena Komarova, now a judge of the commercial court of Kyiv, at the age of 30, four months after being appointed a judge, became an Honored Lawyer of Ukraine. This fame list can be enumerated for a very long time. Yanukovych, through his vassals Tatkov-Yemelyanov-Havrylyuk, built his own, understandable and convenient only to him system of manual control of the judicial power. Unfortunately, the new/old power builds its route on the same tracks. Without changing the content and essence of processes, without considering the desires, remarks, and requests of judges, scholars, and human rights activists — referring to the need for "state interests" adherence."
Thus, the so-called "state interests" are placed above the interests of citizens, business entities, and above the Constitution of Ukraine.

8. Has family ties with the Chairman of the High Commercial Court of Ukraine V. Tatkov, (christened one of Tatkov’s daughters from the singer Yaroslava) and together with him is deeply involved in the "covering" of commercial court judges and the creation of a modern crippled judicial system.
Oleksandr Lavrynovych, 1956, Minister of Justice of Ukraine 2002–2005; 2006–2007; 2010–2013, Head of the High Council of Justice since July 4, 2013. As Minister of Justice of Ukraine, he was a member of the HCJ.
After changing the law on the HCJ (when most quotas were given to judges), he left the Ministry of Justice and headed the HCJ. He is directly related to the maiming of the court system in Ukraine since the High Council of Justice is a collegial, independent body of Ukraine, responsible for forming a highly professional corps of judges, as well as for making decisions regarding judges’ and prosecutors’ violations of incompatibility requirements and within their competence regarding their disciplinary responsibility.
And so, if we have trouble with judges, Mr. Lavrynovych should bear personal responsibility because he has directly influenced the formation of the judge corps since 2002. But he, for some reason, is still in office and still in power. His son Maksym is a managing partner of the law firm "Lavrynovych and Partners".
A very well-known company in Ukraine. Executed government orders for legal services worth many millions of hryvnias (everyone remembers the "normal price" and other things, especially under conditions of cooperation with related individuals and public officials), especially when O. Lavrynovych was also Minister of Justice. This greatly "expanded" the company’s capabilities. In those days, all who had problems with "recovery" (Department of State Executive Service) wanted to become clients of "Lavrynovych and Partners" because in this case, the "recovery" proceeded exactly as the client needed.
