Kostyantyn Zhydkov wants to become the head of the Sumy region. Zhylin would be glad

As expected, weak government plus expanded rights of territorial communities lead to the "quiet" separatization of certain regions of Ukraine. It started in Zakarpattia. It may continue into the Sumy region.

Currently, a certain Kostyantyn Zhydkov is in the running for the position of First Deputy Head of the Sumy Regional Administration, who "will decide everything." A rather interesting individual. Let’s start with the official biography of the figure.

Born on May 23, 1979, in Kharkiv.

Honored Master of Sports of Ukraine. President of the Kharkiv Regional Center of Kyokushin-kan Karate-do Renmei.

Four-time World Champion, two-time European Champion in military sports all-around, European Champion in Kempo, and Champion of Japan in Kyokushin-kan Karate in the kumite category "Shinken-Shobu." Multiple-time Champion of Ukraine in Karate and Kickboxing.

In 2001, graduated from Berdyansk Institute of Entrepreneurship.

In 2011, obtained a master’s degree from the Kharkiv Regional Institute of Public Administration under the President of Ukraine, specializing in "Public Administration." The topic of the master’s thesis was "Antiterrorism policy as a factor of social stability."

In 2012, I graduated with a qualification in law from the National University "Yaroslav Mydryi National Law University" specializing in "Jurisprudence."

From 2001 to 2002, served in the Armed Forces of Ukraine.

From 2002 to 2005, worked in the "A" division of the SSU Department of Kharkiv Region (Special Forces Alpha). Rank – reserve captain.

Till 2009, held the position of head of the security service of the trading group "TARGET." Founder of the security agency "Sherkhan."

In 2014, was appointed acting Director of the Kharkiv Champagne Winery by the decree of the Minister of Agrarian Policy of Ukraine.

In April 2016, appointed as First Deputy Head of the Valky District State Administration.

The first question arising from the official biography. Why did a four-time karate champion, military sports all-around athlete, captain of the SSU, and general hero... not return to the SSU during the war? Zhydkov’s age is entirely conscription-worthy. And with such sports and military-sports results, Zhydkov would have been welcomed in the SSU with open arms. But no. The four-time champion did not go to the ATO. Instead, in 2014, he somehow ended up heading the Kharkiv Champagne Winery. But he did not stay there long, and in 2015 — assumed the position of Director of "Dokuchayevski Black Earths." It looks a bit strange. And quite unpatriotic. Especially since his former colleagues at this time were dying in the ATO. What is the reason for such a strange reluctance to defend his country? Maybe it lies in the past of Kostyantyn Zhydkov. After leaving the SSU, Zhydkov held the position of head of the SB of the trading group "Target" of the Protasov brothers. At that time, he became close to the now deceased separatist, leader of the "Oplot" gang – Yevhen Zhylin.

It should be assumed that the friendship with Zhylin influenced Zhydkov’s life choices. However, Zhydkov turned out to be shrewder than his late friend and quickly "changed tack." In 2014, the then Minister of Agriculture Shvayka appointed him to the Kharkiv Champagne Winery. By the way, as it turned out, Zhydkov’s appointment was illegal, and he was soon simply booted out from there.

"A reminder: the unexpected change of leadership at the enterprise took place on Monday — it was a day off. Athlete and former security chief of the "Target" group Zhydkov occupied offices and changed security at the enterprise — some employees could not get to their workplaces. No one saw documents confirming the legality of such an appointment, and people went to court.

"The Economic Court satisfied my petition and issued a ruling, by which it removed Zhydkov from duties. Kostyantyn refused to leave the factory’s premises. Factory employees called the police at the number "102," said Kot.

According to Olena Hubareva, Deputy Director for Commercial Affairs of the SE "KhZShV," law enforcement agencies arrived some time later, entered the office, asked him to leave, and escorted him to the gatehouse.

"Two men were waiting for him, with whom he got into the car — a silver Mazda — and they left the plant and its premises," Hubareva stated, reports MG Objectiv

And now Zhydkov was running for TKG already, of course, from the "Servants of the People." We will not delve into the biography of the possible "overseer" for Sumy region. We’ll just provide a few reviews from people who know him well.

In his declaration, the section on real estate objects owned or used by the declarant is not filled out.

According to Volodymyr Rysenko, a lawyer from the "Kharkiv Anti-Corruption Center," this is a violation, as it’s unlikely that an official lives on the street.

In his last declaration before resigning as First Deputy of the Valky District Administration, Zhydkov only stated an annual salary of 54,563 UAH and cash funds totaling 295,000 USD.

Vehicles are also absent, although, according to media reports, Zhydkov owned a "Hummer."

Previously, Zhydkov worked at the SSU, held the position of security service head of the trading group "TARGET," and was the founder of the security agency "Sherkhan." Currently, this company is registered under his father Serhiy Zhydkov.

In 2014, appointed as acting Director of the Kharkiv Champagne Winery but held this position briefly.

In 2015, he held the position of Director of "Dokuchayevski Black Earths." Among the founders of this company are his father and Viktor Makarytskyi.”

Under the tree for Zhydkov: near Kharkiv, 1.5 million is being mastered in two days by a company, whose founder does business in Russia.

The Department of Education, Culture and Tourism of the Derhachi District Administration concluded an agreement with "Everest NP" LLC regarding repair work worth 1.466 million UAH.

This became known from the site «ProZorro».

It concerns capital repair for the insulation of part of the building of Derhachi Gymnasium No. 3 of the Derhachi District Council of Kharkiv Region.

The contract was concluded without open bidding.

It should also be noted that officials concealed prices for materials and work.

Besides, all works are planned to be completed virtually within a couple of days from December 18 to December 20.

"Everest NP" LLC was founded by Serhiy Neshchenko and Oleh Polyarush. But they are actually known as representatives of the TM "Equipage," a company that manufactures windows.

Interestingly, in 2016 in Belgorod, Oleh Polyarush and Maksym Romasenko registered the company "Ropol," which also deals in glass products.

Several companies in Ukraine are registered to Maksym Romasenko. For example, "Goodman" LLC, where his partner is Andriy Romasenko — a friend of Polyarush on social networks, who lists as a place of work — PE "Equipage."

Let’s recall, on April 24, head of Kharkiv Regional Administration Yuliya Svitlychna signed an order with a recommendation for the structural units of Kharkiv Regional Administration, district state administrations (their structural units), enterprises, organizations, institutions to use the ProZorro electronic system during procurement, specifically holding auctions during contractor determination for works over 50 thousand UAH.

On May 22, the head of the Derhachi District Administration Kostyantyn Zhydkov signed his own order, obliging procurement of goods, works, and services using the electronic procurement system, provided that the value of the procurement item equals or exceeds 50 thousand UAH.

As we can see, the Department of Education, Culture and Tourism of the Derhachi District Administration did not follow any of the orders and is distributing millions of hryvnias without saving money.

Moreover, the Derhachi District Administration is the main violator of the governor’s order. This year they handed out about 20 million UAH without open tenders.

On December 6, the head of the Regional State Administration’s order to lower thresholds for procurement was extended for 2019.

Summarizing: one of the leaders of the border Sumy region may become a person with a rather shadowy past (link to Zhylin, involvement in conversion-center activities). And with pro-Russian views. Ignored the ATO, although, by all accounts, he should have fought. Doesn’t this pose a threat to national security? Or is the project of the Russian special services "Slobozhanshchyna" being implemented this way? What does Ivan Hennadiyovych think about this matter? Or is it intended this way?
