"This is my money!": the head of Kyivmiskbud, Ihor Kushnir, swore at the investors
Ukrbud investors have published a scandalous recording of a conversation with the head of the municipal company Ihor Kushnir, in which he promises to hand over buildings without facades and networks and demanded all the CFF money in advance.
The Ukrbud investors, whose residential complexes are currently being completed by the holding construction company "Kyivmiskbud", 80% owned by the Kyiv City Council, have released an audio recording of a conversation with profanity, allegedly between the head of the company, Ihor Kushnir, and the deputy director of the financial company "Zhytlo."
The latter is the acting head of the Construction Financing Fund (CFF), overseeing the completion of Ukrbud’s residential complexes that stalled due to CFF head Yehor Smilyi currently fighting in the Armed Forces of Ukraine.
As seen in the video, the audio recording of the voices, similar to those of the CFF manager and the head of KMR, was made in September 2022. It was provided to the Ukrbud investors by Maksym Mykytas, the head of Ukrbud, the company that formally continues to complete Ukrbud’s residential complexes, one of the investors recorded this demonstration on video.
From the dialogue, it appears that the CFF demands acceptance certificates for the completed works, which Kyivmiskbud refuses to issue. Below is a partial transcript of the recording:
IK (voice resembling Ihor Kushnir’s): We never give any certificates to anyone.
DG (voice resembling Dmytro Hontar’s): According to the law, certificates are mandatory.
IK: According to the x ... idiocy. According to the law, they all should have been in prison for five years now.
IK: Did you hear me or not?
DG: Heard.
IK: I’m waiting for some steps in return.
DG: Tell me who I should talk to about the certificates. With Markova?
IK: What certificates? What do you want from me? Have you ever been given these certificates or not?
DG: Yes, all developers provide these certificates, including today.
IK: I’m asking about Kyivmiskbud, did they give you these certificates at least once?
FFB’s response indicates that Kyivmiskbud did provide certificates in the past. The conversation then turned to the "Shevchenkivskyi" residential complex. When asked by the CFF representative what to do with its completion, the head of KMR replied:
IK: We won’t do anything. What’s there is finished, fu.., we’ll touch it up a bit and forget about it fu..
DG: Regarding the investors’ statement – they don’t want to sign the certificates.
IK: I don’t f... care. If they don’t want to, they shouldn’t sign fu... I really don’t give a shit. I’ll transfer it to the housing office and forget about it ... Look, you don’t quite understand what’s going on ... They are fu... bastards. Will they still tell during war, these fu... investors, what to do, what not to do. During the war, you can generally hand over buildings without facades, landscaping, nothing. If they don’t like it, they shouldn’t sign. Let them f... off.
Further, the president of Kyivmiskbud demands that the CFF transfer the remaining investors’ money to KDS without actual completion of the work:
IK: Return the money, damn it, or I’ll change the manager for you all.
DG: Not return, but transfer, it’s not your money, it’s the investors’ money.
IK: It’s my money. Listen, before I came, it was the investors’ money. Now it all must be with me. Because I spent 900 million more on Ukrbud projects than their money received from them.
In their statement, accompanied by this video, the Ukrbud investors emphasized that from the scandalous conversation, they concluded that Kyivmiskbud’s main task, according to its current management, is to put unfinished residential complexes into operation without internal and external networks, without facades, landscaping, and to transfer them to the balance of a management company. This would lead to many years of waiting for connection to the city’s external networks and practically no possibility of living in the buildings, among other issues.
"We decided to publish the phone conversation between Mr. Kushnir and the acting CFF "Zhytlo-Kapital," where he clearly demonstrates his attitude towards construction and us, the investors, who bring money to Kyivmiskbud and allow Mr. Kushnir to boast and volunteer but not seek funding and build facilities. The methods by which he extracts money are reminiscent of the ’90s – just plain raiding, so where did Kushnir take our funds and the money from apartment sales – and that’s millions of hryvnias. Did he take it abroad, because during the war journalists saw him in Vienna," the Ukrbud investors emphasize.
