An official from Yanukovych’s Presidential Administration became an advisor to the head of the Odesa regional police
An employee of the Presidential Administration under Viktor Yanukovych, former deputy of the Odesa City Council Kostyantyn Shpilyovyi has become an adviser to the head of the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Odesa region Giorgi Lortkipanidze.
This was confirmed by Lortkipanidze himself in a statement published on the regional police website.
"We continue to fight corruption... Shpilyovyi’s appointment is related to this direction. This person has a lot of information, and he has been appointed my assistant by my order so that we can have great success in this direction," he said.
Lortkipanidze also explained another of his controversial personnel decisions, namely the appointment of the son of the former vice-president of the bankrupt "Imexbank" Dmytro Ivushkin as the chief of the Odesa city police department.
Lortkipanidze explained this decision by Ivushkin’s success in previous positions.
"In this person, I saw the character of a leader," the chief of police emphasized, adding that he knows who Ivushkin’s father is but has not heard anything bad about him.
As is known, at the beginning of September, the head of the Odesa Regional State Administration Mikheil Saakashvili appointed Shpilyovyi as his advisor.
Three hours after the media outcry, the press service of the Regional State Administration deleted the relevant information from the administration’s website.
"Shpilyovyi collaborated with the Regional State Administration on a temporary basis as a journalist and worked on a specific project, and on a permanent basis, he is appointed to the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Odesa region. Kostyantyn is the editor of a well-known anti-corruption site, which usually publishes a lot of sharp materials. Now his project on the Regional State Administration is completed, and he is starting work in the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Odesa region," stated the press service of the Regional State Administration.
Shpilyovyi was born on October 12, 1967, in Odesa. Previously, he was a deputy of the Odesa City Council of the 5th convocation. From November 2011 to December 1, 2013, he worked in the Presidential Administration of Ukraine.
On September 20, it became known that the head of the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Odesa region Lortkipanidze introduced the personnel of the Odesa city police department to the new head - police lieutenant colonel Dmytro Ivushkin.
Ivushkin was born on August 9, 1981, in Luhansk. In 2003, he graduated from the Luhansk State Pedagogical University, and in 2013, from the Luhansk State University of Internal Affairs named after E.A. Didorenko. He began his service in Luhansk.
Since July 2015, he held the position of head of the Malinovsky district police department of Odesa.
He is the son of police lieutenant general Yuriy Ivushkin, who was elected twice as a deputy of the Odesa City Council from the Party of Regions, worked in the structure of the Ministry of Internal Affairs since 1987, headed the Southern Regional Department of JSCB "Privatbank" from 2005 to 2007, and then was the vice-president of the Odesa "Imexbank".
As reported, at the end of August, the head of the Odesa city department of the Ministry of Internal Affairs of Ukraine Oleh Makuha was detained for a bribe of $20,000, which he received for assistance in resolving a corporate conflict.
Makuha took office as the chief policeman of Odesa on July 1 of this year. He was introduced to the collective by Lortkipanidze, an associate of the head of the Odesa Regional State Administration Saakashvili.
"Imexbank" was founded in 1994. As of January 1, 2015, its largest shareholder was People’s Deputy of Ukraine Leonid Klimov (36.7917%).
According to the National Bank of Ukraine, as of January 1, 2015, with the total assets size, "Imexbank" ranked 22nd (11.379 billion UAH) among 158 Ukrainian banks.
In May, the Deposit Guarantee Fund began the liquidation procedure for "Imexbank" due to bankruptcy.
