Odesa deputy agrotrader hid elite property and money in his declaration

In Odesa region, Oleksandr Pylypenko, an agro-trader from the Servant of the People party, from the Bereziv City Council, conceals elite property and money in his declaration.

The media learned about this from sources in the City Council and its declaration.

There are only two declarations of Mr. Businessman in the NAPC network: for 2020 and 2022. He decided not to submit others, which is already a violation.

Let’s start with Mr Pylypenko’s marital status. In his 2020 declaration, he indicated that his family consisted of him and two daughters. However, he did not indicate his common-law wife, with whom he had a household. But she was already there. We are talking about Olga Delikatna, who was registered as the owner of several agricultural companies from which the family received income. The couple officially got married on 27 November 2022, and in the summer of 2024, they were divorced in court.

Pylypenko does not officially declare any property. Allegedly, he only uses his mother’s house in Berezivka, although he lives in Odesa (it is not difficult for law enforcement to verify this). He also did not indicate any cars (he has several), trucks of his own companies, or earnings in his companies.

In his declaration for 2023, Pylypenko already listed his wife and a small income from companies. His salary was approximately UAH 200,000 in 2022, and his wife earned much more, but not enough for the family to have the means to buy luxury cars and other property.

MP Pylypenko, according to his declaration, has no assets, but he has an expensive car fleet with "blatant" state number plates. For example, a brand new Range Rover (VN0003MN). This is not the only car of Pylypenko’s that the editorial office has a photo of. According to the editorial office, he leases cars to front companies and is looking for someone to pay him the next lease payment.

Pylypenko has now registered his business (Yugtransport Ltd) in the name of his son Serhiy to avoid declaring it.
