Kyiv Territorial Defence spent 25 million hryvnias on poor-quality winter uniforms

The director of Global Hill X Group LLC, Oleksandr Khilyk, is suspected of embezzling UAH 25 million from the budget funds allocated for the purchase of uniforms for the TRD with money from the Kyiv City Council.

This became known from the proceedings under Part 5 of Art. 191 CC.

The company is registered in the village of Fursy. Bila Tserkva district on 18 July 2022 by Asorena, UAB, a Lithuanian company. The ultimate beneficiary is Nina Khilyk (capital of UAH 12.64 million).

The investigation established that Oleksandr Khilyk intentionally misappropriated funds of the 112th Brigade of the Ministry of Defence, which were allocated for its needs by decisions of the Kyiv City Council. He did this by supplying low-quality uniforms that did not meet the technical specifications developed and put into effect by the Ministry of Defence and could not be used for their intended purpose - as uniforms of proper quality.

It was about the supply of winter jackets and windproof trousers worth UAH 25.13 million that did not meet the technical specifications. Khilik was served a notice of suspicion under Part 5 of Article 191 of the Criminal Code.
