The military recruitment office reported that problems started to "surface" after the first batches of notices. It is noted that this is causing "negative attitudes" towards the territorial recruitment center and the Armed Forces of Ukraine in general.

Ukrainians have started receiving notices by mail. However, this has only slightly improved the mobilization process in Ukraine. This was stated by Oleh Korotchenko, the head of the administrative department of the district territorial recruitment center in Kyiv, during a telethon broadcast.

"Currently, there are a very large number of problematic issues. In fact, this notification was carried out in test mode. Due to the large number of notifications, the interaction mechanism began to openly show certain issues during the implementation of notifications," he explained.

According to the military officer, as soon as the first batches of notices arrived by mail, certain difficulties began to "surface." In particular, notifications began to be received by citizens who are entitled to deferment or exemption from mobilization in Ukraine. The announced mechanisms for automatic deferment are still not operational.

"There are certain difficulties, which in the process cause negative attitudes both towards the Armed Forces in general and towards the territorial recruitment centers," Korotchenko noted.

He confirmed that there is still no "quick or comprehensive breakthrough" in mobilization in Ukraine thanks to the delivery of notices by mail.

"Mostly, people who come to the territorial recruitment centers are those who are confident in their grounds for deferment or exemption. Alternatively, these are some problematic issues that, in principle, can be resolved in favor of the conscript. If a person does not have grounds for deferment or exemption, you understand," said the representative of the military recruitment office, alluding to the nonappearance of conscripts.

According to him, there have been cases of repeated notification of individuals. In addition, notices were received by individuals with disabilities and those exempted from work. Korotchenko emphasized that a mechanism is needed to avoid such situations. He clarified that the issues need to be analyzed and submitted to the Ministry of Defence for systematic resolution.

"The biggest difficulty with mail is the long delivery time. I think something more qualitative is needed, meaning more thought out. All the experience gained now needs to be collected and certain adjustments need to be made, they are timely and very necessary," added the serviceman.

Meanwhile, Korotchenko explained that the lists of those to whom notices are sent are not formed by the territorial recruitment centers.

"Certain algorithms for entering certain reservists into notification lists are created at the initiative of the Ministry of Defence. Specifically, they select, using the ’Oberig’ system, who will be subject to notification," he clarified.

According to him, the recruitment offices work at the level of direct implementation.

"Our competence is basically only to form these notices. To record them or approve them with an electronic signature, and then they are sent to the addressee through a certain chain," explained the representative of the territorial recruitment center.
