Shmyhal: New rules for deferral from mobilization will be introduced in Ukraine
In Ukraine, a requirement for the minimum wage for employee booking will be introduced instead of the regional average. This system will ensure transparency in identifying critically important specialists for the economy and defence. An audit of the list of critically important enterprises will be conducted on November 15 for this purpose.
This was announced by the Prime Minister of Ukraine, Denys Shmyhal, during the Kyiv International Economic Forum (KIEF). "A fair and transparent booking system is one of the important issues for business," Shmyhal noted.

The Ukrainian government aims to achieve a balance between the needs of the defence forces and maintaining a viable economy so that key specialists can continue working while frontline defenders receive necessary rotation. An audit of the list of critically important enterprises will be conducted by November 15, after which updated booking rules will be presented.
Currently, the audit of critically important enterprises is actively ongoing, and those whose booking is ending can extend it if they were booked by May 31 of this year. Following the audit, specific parameters will be established to more objectively determine the criticality of enterprises.
One of the important innovations will be the requirement for a minimum salary amount for employees eligible for booking. Previously, calculations were based on the regional average, but now a clear minimum amount will be established to ensure transparency in this process. Shmyhal emphasized that the new rules will not critically change the existing system but will provide a clearer assessment of the need for booking specific employees.
In addition to booking issues, the government is developing national programs aimed at supporting Ukrainian producers and stimulating the economy. This year, the key project "Made in Ukraine" was fully launched, within which numerous initiatives are being developed to support the processing industry. In particular, the number of industrial parks is approaching 100, and the state reimburses the costs of their setup.
The eRobota grant program, aimed at supporting small and medium-sized businesses, continues as well. Thanks to this program, over 20,000 businesses have been created and restored since the beginning of the year. At the same time, the "5-7-9" program is in operation, providing preferential loans for new investments ranging from 5% to 9%. This year alone, over 20,000 preferential loans have been issued, allowing businesses to grow even in challenging economic conditions.
