Mobilization of students from December 1: who will be affected first

From December 1, mobilization of students will take place in Ukraine, which, however, has several important features. There are categories of students who will not be called up to the army.

In December 2024, the conscription of students will proceed in the same manner as in November. In particular, men who are receiving higher education for the first time and have chosen full-time or dual forms of study are entitled to a deferment from mobilization.

However, there are categories of students who may be called to the army. This applies to those who study part-time or in evening classes, receive a second or third higher education, and those who are not undergoing general military training. Mobilization may also apply to students who change their specialty or level of education, for example, after obtaining a university degree, wish to enter a technical school.

The issue of mobilizing students over 30 years old is not currently being considered. As in November, men over 30 who are receiving their first higher education are not subject to conscription.

Lawyer Tetyana Savchenko explained that mobilization is currently carried out exclusively on an age-based principle, and citizens under the age of 25 will not be conscripted into the army without their consent. Additionally, students who have the necessary documents confirming their attainment of higher education are granted the right to deferment.

To receive deferment, students can use the "Reserve+" application if they have a certificate with a QR code confirming their right to exemption from mobilization.
