The government approved the resolution "Weapons of Victory"

"The approval of the Weapon of Victory list should become the basis for manufacturers to obtain long-term contracts – for 3/5/10 years, which will be an incentive for the development of the Ukrainian defence-industrial complex. I thank the Prime Minister of Ukraine, Denys Shmyhal, and the members of the government for supporting Ukrainian gunsmiths and domestic manufacturers at the legislative level," said Herman Smetanin, the Minister of Strategic Industries of Ukraine.

It is noted that "Weapon of Victory" is a list of priority samples of weapons, military and special equipment, missiles and ammunition, unmanned systems, electronic warfare means, and robotic complexes of domestic production.

State armed and military equipment customers must take this list into account when planning public procurements of military equipment. To this end, amendments will be made to the resolution of the Cabinet of Ministers of Ukraine dated November 11, 2022, No. 1275 "Some issues of defence procurements during the period of martial law", regarding the procedure for concluding long-term state contracts for the purchase of goods included in the "Weapon of Victory" list.

The "Weapon of Victory" resolution also approves the procedure for forming the list of priority military equipment samples. The Ministry of Defence is to compile it based on the needs identified by the General Staff and state customers, taking into account the capabilities of the Ukrainian defence-industrial complex, as submitted by the Ministry of Strategic Industries. 

Criteria for forming the list:

• weapon samples form the basis of the unified staff of the defence and security forces;
• weapon samples are adopted, codified, and/or permitted for operation;
• the need for such weapon samples will remain for the next three, five, or ten years;
• the production of weapon samples has been mastered, and their serial production is being carried out by domestic defence-industrial enterprises;
• the localization of weapon sample production is at least 50% of the production cost of the product.

It is noted that the "Weapon of Victory" list will be approved by the Cabinet of Ministers of Ukraine upon the submission of the Ministry of Defence.
