In the NBU, they explained how the attack on registries affected the operation of banks

A hacker attack on the registers of the Ministry of Justice will also affect the banking system. This will negatively impact the banks’ ability to assess risks and carry out all necessary procedures when opening new accounts and providing loans.

This was stated by the National Bank of Ukraine (NBU) in response to a request from Interfax-Ukraine. "The cyberattack did not affect the work of the National Bank. All informational systems of the National Bank are functioning and continue to operate in normal mode. At the same time, the unavailability of certain state registers in some way affects the functioning of banks, particularly regarding the opening of new accounts and the provision of loans," the regulator informed.

The National Bank reminded that at the beginning of the large-scale invasion, state registers were also unavailable, which led the central bank to provide the banking system with guidelines on how to open accounts in such conditions, which the banking system followed until mid-June 2022.

"Currently, a similar letter is being prepared for the banking system," announced the central bank.

What will happen to the data of the Ukrainians

At the same time, the Minister of Justice of Ukraine, Olha Stefanyshyna, emphasized that as a result of the Russian hacker attack on Ukraine’s state registers, no data leakage has been recorded. All information contained in electronic systems has backup copies and will be restored, meaning there is no talk of data loss.

"I received information from the head of the State Service for Special Communications and Information Protection that data leakage is not confirmed yet," noted the head of the Ministry of Justice.

She clarified that currently, the registers are under "quarantine," with additional checks being conducted. "The most important thing is: there is no threat of data loss, all registers will be restored. I ask citizens to be patient," Stefanyshyna assured.

She also explained that all state registers have backup copies. The information is preserved in its entirety as it was before the attack.

With the same set of data that was "recorded" before the attack, the registers will return to operation. According to the head of the Ministry of Justice, issues may arise only with data that was entered during the few hours of the attack itself. Separate decisions will be made for such information.
