Head of the KCSA Department Ruslan Svitlyi received a suspicion of fictitious disability

Law enforcement officers exposed the head of the Department of Social and Veteran Policy of the Kyiv City State Administration (KCSA), who illegally obtained a fictitious second group disability status. The official has been charged.

This is reported by the press service of the SSU and the National Police.

Law enforcement does not provide the name of the suspect, but it is known that Ruslan Svitly is currently holding this position.

It is reported that in 2022, the individual submitted forged medical certificates to one of the district MSEC offices in Kyiv about a diagnosis that is not true, as well as fake "medical record extracts" allegedly confirming his stay in inpatient treatment.

As a result, this allowed the official to illegally obtain the second group disability status, which not only "guaranteed an exemption" from military service but also provided the opportunity to receive disability payments from the state budget.

In particular, as the investigation established, since 2022, the official was allocated almost 300,000 UAH in social assistance as a disabled person.

At this time, the official has been charged under the following articles of the Criminal Code of Ukraine:

• Part 3 and Part 4 of Article 358 (forgery of documents, seals, stamps, and forms, sale or use of forged documents, seals, stamps);
• Part 3 of Article 190 (fraud).

Pre-trial investigation is ongoing. Comprehensive measures are being taken to establish the circumstances of the crime and to bring all guilty parties to justice.
