Top officials of the State Tax Service covered schemes involving VAT and grain worth tens of millions of hryvnias

Journalists have uncovered large-scale money laundering and illegal VAT refund schemes, in which, according to the investigation, top officials of the State Tax Service of Ukraine and their supervisors were involved.

According to the investigation by the channel "Don Quixote," the group of companies "Granova Ukraine" systematically violated tax laws by conducting export operations using cash. A key role in this scheme was played by LLC "Velykobahachanskyi Feed Mill," which issued tax invoices (TI) for "Granova Ukraine."

On May 17, 2024, the mill issued a TI for the supply of corn with a total value of 9 million UAH, of which 1.1 million UAH was VAT. The invoice was registered on July 18, 2024 — the last submission day.

During the period from August 2023 to June 2024, the feed mill sold 14.2 thousand tons of wheat and corn to "Granova Ukraine" for a total of 83 million UAH, of which 10 million UAH was VAT. At the same time, the mill’s reports declared the purchase of 12,400 tons of grain for 74 million UAH (of which 9 million UAH was VAT). As a result, the mill’s details were used to legalize unrecorded grain, facilitating illegal operations for the company "Granova Ukraine."
