The civil partner of NAPC official Yuliya Tolkachova evades taxes: declared a meager salary

The Chief Specialist of the National Agency for Corruption Prevention, Yuliya Tolkachova, who in 2023 also declared income at ARMA as the head of the normative drafting department of the legal support department of the central apparatus, annually declares the minimum wage of her cohabitant.

This became known from the declarations of the official from 2020–2023.

In 2020, Pylyp Vyhnan, the person with whom the NAPC official cohabits, received a salary from LLC "Inkolans" in the amount of 58,081 UAH. By the end of 2020, the minimum wage was 5,000 UAH. That is, on average, his monthly salary was 4,840 UAH.

In the following year, 2021, Pylyp Vyhnan earned 75,585 UAH at LLC "Inkolans". In December 2021, according to the law on the state budget, the minimum wage in the country was 6,500 UAH. Therefore, on average, the salary of Tolkachova’s cohabitant in 2021 was 6,299 UAH.

In the year of the full-scale invasion, Pylyp Vyhnan received a salary of 84,563 UAH. Since October 2022, the minimum wage in the country has been 6,700 UAH. Thus, in 2022, Philip Vygnan on average received 7,047 UAH.

In the last declaration submitted by Tolkachova for 2023, Pylyp Vyhnan’s income was 87,840 UAH, which is an average of 7,320 UAH per month. In 2023, the minimum wage was 6,700 UAH.

The main type of activity of LLC "Inkolans", where Pylyp Vyhnan works, the person with whom NAPC official Yuliya Tolkachova cohabits, is 69.10 "Legal activities".

Legal activities, according to the classifier of economic activities, belong to professional, scientific, and technical activities.

According to the website "Minfin", in the first quarter of 2023, the average salary in the "Professional, scientific, and technical activities" sector was 20,853 UAH. Thus, the average salary of Pylyp Vyhnan in 2023 (7,320 UAH) was 2.8 times lower than the average in the sector in which LLC "Inkolans" operates. The most common way of evading the payment of taxes and contributions from salaries is paying them in cash. The unofficial payment of part of the salary, usually in cash, allows saving on the payment of the Unified Social Contribution. Under this scheme, employees are officially registered but receive a "minimum wage" according to documents.
