The Dubnevych corruptionists are nesting in Dubai

Roksolana Pyrtko, daughter of Yaroslav Dubnevych, purchased an apartment in Dubai for 1.2 million euros and started a business in the UAE.

33-year-old Roksolana Pyrtko, daughter of the MP placed on international wanted list Yaroslav Dubnevych, spent over 44.8 million UAH to buy a luxury apartment with an area of 145 m2 in one of the skyscrapers in the center of Dubai (UAE).

This is stated in an investigation by NGL.media.

Information about real estate purchase by Roksolana Pyrtko became known thanks to a set of documents concerning real estate rentals in Dubai, accessed by the international network of investigative journalists OCCRP, the French newspaper Le Monde, and Ukrainian investigators from Slidstvo.Info and NGL.media.

The documents analyzed by journalists show that the apartment in the prestigious Burj Khalifa district in Dubai was purchased by Dubnevych’s daughter on November 23, 2022. The three-bedroom apartment with a total area of 145 m² in the skyscraper "Forte Tower 2" cost her 4.5 million AED (44.8 million UAH or 1.2 million euros according to the NBU exchange rate). Her ownership of this apartment is also confirmed by data from the Mollak system of the Dubai Land Department.

In December 2023, Roksolana Pyrtko leased her apartment for 265,000 AED (2.62 million UAH) per year.

The daughter of Dubnevych has acquired not only real estate in the United Arab Emirates but also a business. In 2022, the company Symbol Consulting DMCC received a local license for marketing services and management consulting for three years. Obtaining such a license is mandatory for conducting business activities in the UAE.

The connection of the Dubai company with the Dubnevych family is confirmed by the content on the Symbol Consulting DMCC website, where key family projects are listed, such as the Spartak shopping mall in Lviv, solar power stations in Lviv region, and the recently started consulting business in Slovakia.

It should be noted that it was previously established that Roksolana Pyrtko is the founder of the Slovak company V. development & consulting and a shareholder of another Slovak company, V. Investment SE. In September 2023, she and her husband purchased a two-story house in Bratislava for 600,000 euros.

Mykhaylo Pyrtko, husband of Roksolana Pyrtko, likely also owned a company in the UAE for a while, called P&P, which ceased operations in 2024. In an announcement published in May by the local business newspaper The Gulf Time, it was mentioned that a person with the same surname and name owned 100% of the shares in P&P, but journalists couldn’t find more detailed information about the company’s work. It is only known that in 2021, P&P received a license in the UAE for marketing consultancy and research.

Roksolana Pyrtko remains a co-founder of several companies in Ukraine - “Lvivbudmaks-invest”, TC “Roksolana”, “Peredzvin”, “Cetulya Solar”, and “Lig Agro”. The largest amount of real estate, according to YouControl, is concentrated in “Peredzvin”. This company also has a 2024 Mercedes-Benz GLS 350 registered to it.

Roksolana Pyrtko did not respond to journalists’ requests for comments through several messengers, and no one answered the contact number of Symbol consulting DMCC in the UAE.

The father of Roksolana, MP Yaroslav Dubnevych, is a figure in two criminal investigations but is hiding from Ukrainian justice. In February 2022, the prosecution submitted to the court an indictment citing embezzlement of over 93 million UAH from PJSC “Ukrzaliznytsia”. In October 2023, Yaroslav Dubnevych was also suspected of gas theft worth 2.1 billion UAH and money laundering from unlawful proceeds.

However, two days before being announced as a suspect in the gas theft case, Dubnevych fled Ukraine. This, in particular, is evidenced by Europol data mentioned in the decision of the High Anti-Corruption Court (HACC). It is known that on October 8, 2023, Yaroslav Dubnevych crossed the Romanian-Hungarian border towards Hungary at the Petea checkpoint, which is only a 45-minute drive from the Diakove checkpoint on the Ukrainian-Romanian border. There are no records found in the Ukrainian border database of Dubnevych leaving the country.

The exact whereabouts of Yaroslav Dubnevych, who was placed on the international wanted list in November 2023, have not been determined. Journalists sent inquiries to the Prosecutor General’s Office and NABU to find out in which countries he was announced in the wanted list and whether the circumstances of his departure from Ukraine are being investigated. Both structures stated in their responses that “the decision to announce on the international wanted list does not contain restrictions in regards to the countries in which this person is being searched for”, ignoring questions about the investigation into the circumstances.

“Premature and uncontrolled disclosure of information from the pre-trial investigation may not only influence its course, hinder the fullness and objectivity of establishing the circumstances of the criminal offense but also harm the interests of the victim, suspect, and other participants in the criminal proceedings. Given the above, the provision of other requested information is currently not possible,” replied to journalists’ inquiries in the Specialized Anti-Corruption Prosecutor’s Office.
