Havrylyuk: 70% of the weapons used by the Armed Forces of Ukraine are provided through international assistance
Approximately 70% of the weaponry used by the Defence Forces of Ukraine on the battlefield consists of international military assistance. At the same time, state procurement is increasingly oriented towards domestic producers – in 2024, almost two-thirds of contracts were concluded with Ukrainian arms manufacturers.
This was reported by the First Deputy Minister of Defence of Ukraine, Lieutenant General Ivan Havrylyuk, in an interview with Ukrinform, which was published on February 7. He explained that there are concepts such as the full requirement for conducting combat operations of maximum intensity and the minimally necessary requirement "for conducting, for example, defensive actions."
"The full requirement has never been fully met. Approximately 70% of what was used on the battlefield by the Defence Forces consists of international military assistance," said Ivan Havrylyuk.
The official added that Ukraine still needs assistance from partners, particularly in supplying those types of weaponry that it does not produce itself or produces in insufficient quantities.
In particular, this concerns air defence systems, heavy armored vehicles, and NATO-caliber artillery ammunition.
Meanwhile, Ukrainian manufacturers of weapons and military equipment are increasing production volumes and mastering the production of new models.
"State procurement is increasingly oriented towards domestic producers. For example, last year, nearly two-thirds of the contracts for the procurement of weapons and military equipment for the Armed Forces of Ukraine were concluded with Ukrainian arms manufacturers," said Ivan Havrylyuk.
According to the Deputy Minister, Ukraine has managed to reduce its dependence on imports, particularly of specialized armored vehicles.
In the production of UAVs, the country is approaching self-sufficiency.
"I would really like to highlight the production of long-range drones. I think you regularly see in the news the results of strikes on the aggressor’s military targets. Long-range attack drones are currently a certain replacement for long-range missiles," the official noted.
According to him, special attention in Ukraine is currently being paid to the rapid implementation of domestic programs for the production of long-range weapons: missiles and unmanned systems.
"This is the kind of weapon that will be a serious argument for Ukraine. We need weapons for defence and deterrence," said the Deputy Minister.
