Hetmantsev: The debt for VAT refunds to businesses has exceeded 30 billion hryvnias
The financial authorities have still not managed to solve the problem of the growing balance of unreimbursed VAT amounts. The state’s debt to entrepreneurs has exceeded 30 billion UAH.
This was reported by Danylo Hetmantsev, the Head of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy, a member of the "Servant of the People" party, in Telegram.
According to him, in January-April 2025, taxpayers received 55.46 billion UAH in budget reimbursement, of which: 11.82 billion UAH were for taxpayers under the export support regime, and 4.25 billion UAH were for members of the White Business Club.
"At the same time, the balance of unreimbursed amounts increased to 30.36 billion UAH as of May 1, growing by 3.9 billion UAH compared to the previous month of 2025," the MP noted.
Hetmantsev explained that the increase in the balance was influenced by:
- the Treasury’s failure to transfer 4.45 billion UAH of VAT to the taxpayers;
- non-compliance with court decisions, with the appealed amount rising to 7.68 billion UAH;
- an increase in the volume of VAT reimbursement claims subjected to documentary checks up to 38.4% (of the application amount, compared to the previous year, the growth is 22.26% (April 2024 - 16.14%).
