In Chernihiv, a scheme for evading mobilization has been uncovered

The Security Service and the National Police neutralized a large-scale scheme of evasion from mobilization in Chernihiv. The scheme operated in several medical institutions of the city.

As a result of comprehensive measures, 6 perpetrators were identified: hospital staff, officials of military medical commissions, and a middleman.

For money, the persons involved "assisted" those liable for military service to "evade" the draft based on forged documents about unfitness for service due to health conditions.

For this, "clients" were offered to arrange a non-existent diagnosis through fictitious inpatient treatment or a false ambulance call. Then, certain members of the military medical commissions recognized the evaders as unfit for military service with subsequent removal from the registry.

The cost of such services was 8,000 US dollars.

The organizer of the scheme turned out to be a 37-year-old local resident, a member of one of the military medical commissions. He coordinated the actions of all participants, assigned duties, determined the cost of "services," and controlled the transfer of funds.

SSU employees documented all the facts of the criminal activity of the persons involved step-by-step and detained the organizer of the scheme while receiving a bribe from an evader.

During searches at the places of residence, work, and in the vehicles of the persons involved, documentation, cash, bank cards, electronic media, and other evidence confirming illegal activities were seized.

The detainees were notified of suspicion (according to the committed crimes) under the following articles of the Criminal Code of Ukraine:

— Part 1 Art. 114-1 (obstruction of the lawful activities of the Armed Forces and other military units during a special period);

— Part 3 Art. 332 (illegal transportation of persons across the state border for profit);

— Art. 366 (official forgery);

— Part 3 Art. 368 (receiving undue benefit).

Urgent investigative actions are ongoing. The involvement of other persons is being checked. The criminals face up to 10 years of imprisonment with confiscation of property.

The comprehensive measures were carried out by the SSU employees in the Chernihiv region in cooperation with the National Police under the procedural guidance of the Chernihiv Specialized Defence Prosecutor’s Office.
