50 thousand for "influence": ex-head of logistics of the Volyn police fined for corruption

The former head of logistics and material-technical support of the police in the Volyn region, Andriy Kovalenko, was sentenced to a fine for abuse of influence.

This became known from the verdict of the Lutsk court under part 2 of article 369-2 of the Criminal Code.

Andriy Kovalenko, who held the position since February 2023, decided to profit from police contracts.

In October last year, during a meeting with the director of LLC "SM-Rembud," he proposed providing him with improper benefits amounting to 3-5% of the work sum on capital repair projects of the isolation facility in Kovel and the police department in Manevychi. In exchange, Kovalenko promised to influence the deputy police chief to ensure the smooth signing of contracts, additional agreements, and certificates of work completed.

In December, near the Metro store in Lutsk, Kovalenko received 50,000 hryvnias from the director of LLC "SM-Rembud" as part of the agreed sum. These actions were qualified as receiving improper benefits for influence on decision-making.

In court, Andriy Kovalenko fully admitted his guilt, confirmed the circumstances of the crime, and expressed sincere remorse. His lawyers emphasized the positive characteristics of the accused, the absence of previous convictions, his status as a combatant, a veteran of internal affairs, and having two minor children to support. They requested the imposition of a minimal fine.

The court took into account the minor nature of the crime, Kovalenko’s sincere remorse, his positive characteristics, and the absence of aggravating circumstances. According to the pre-sentence report from the Probation Center, the correction of the accused is possible without isolation from society. The court imposed a fine of 55,200 hryvnias.
