Klychko’s entourage is changing, the schemes remain: who took control of the capital’s procurement? And why do one in five tenders from the municipal Communication Center get won by the Peresunko brothers’ structures?

In Kyiv, Operation "Clean City" is gaining momentum: NABU detectives have already uncovered a number of schemes involving officials and Kyiv City Council deputies close to the mayor, reports "Argument".

Recently, there have been several searches in the Kyiv City State Administration, where law enforcement officers found large sums of money of unknown origin, reports Kyiv City News. Amid high-profile detentions, journalists of the publication analyzed the tenders of the capital’s departments and discovered new suspicious schemes.

Communication Center: 45 employees and empty offices

According to open sources, the Municipal Enterprise "Kyiv Communication Center" receives almost 13 million UAH annually for "coverage of city government activities". The staff of the enterprise consists of 45 people, who were paid 9.5 million UAH in salaries in 2024, including 3 million UAH in bonuses.

However, reality turned out to be disappointing. Kyiv City News journalists checked the network of "VCentri Hub" offices throughout Kyiv - most were empty or operating at half capacity. In the Holosiivskyi district in the middle of a working day - only a security guard. Meanwhile, the Kyiv City State Administration website shows a minimal schedule of events - training once a week, and working days often remain unoccupied.

Preferred bidders

As shown by the analysis of 92 tenders from the Communication Center over almost two years, 65 of them concerned advertising services. One company won every fifth tender - LLC "Mediahub" owned by the Peresunko brothers and Roman Peresunko’s sole proprietorship. From mid-2023 to 2025, they received almost 4 million UAH of city funds.

It is suspicious that the company does not have its own printing house, so it contracts work to subcontractors, taking their percentage. The question arises: why doesn’t the enterprise work directly with media and printing houses?

Dubious victories

The tender analysis revealed strange patterns. In the tender for advertising administrative services, the initial winner was entrepreneur Ishkov from Odesa, but he mysteriously "failed to submit documents on time," and the victory went to Peresunko.

In another auction, the company "Innovex" was also rejected due to "documentation inconsistencies". When asked by journalists, a company representative replied: "You know, my colleague was handling it, I’ll have to talk to him… he’s abroad now, I think."

The media also drew attention to the tender for animal adoption, where the competitor, the "HUBZ-Inform" agency, was again rejected due to documents. The head of the agency, Olha Dontsova, filed a complaint with the AMC, but to no avail: "The customer wanted very specific radio stations that are part of the ’Tavr Media’ holding. And ’Tavr Media’ itself, realizing that we are competitive for another contractor, refused to provide us with the necessary responses."

Connections with state projects

Investigators from Kyiv City News found that Roman Peresunko was previously involved in promoting the English-language media The Gaze, funded from the state budget. In 2023, his sole proprietorship received almost 2.2 million UAH to promote the platform in the United Kingdom.

According to expert Myroslav Simka, the tender had many violations and should have been canceled altogether, but Peresunko had already received the funds. The results were questionable - most videos had dozens of views instead of thousands.

War-time concerns and questionable priorities

The war-time tenders for advertising utilities, cardiovascular disease prevention, or the city hotline evoke particular public outrage. When asked about the appropriateness of such expenses, the head of the enterprise, Nataliya Petrova, replied: "All tenders comply with the information policy... some tenders are still considered relevant."

Government reaction

As the investigation authors state, the State Audit Office informed that it "instructed the Northern Office to consider the information provided during the planning of other state financial control measures." The AMC limited itself to standard explanations.

The Peresunko brothers refused to comment on the situation on camera, requesting journalists to "put aside the camera and remove the battery."

So, are city officials continuing to launder funds through "favorite" companies, simply changing the faces of the executors? Amid Operation "Clean City" and high-profile detentions in the Kyiv City State Administration, the question becomes particularly relevant and acute.
