Ukraine is considering two options for economically protecting the population from mobilization

The media write that the Office of the President and the initiative group in the Verkhovna Rada have two different approaches regarding the criteria for economic reservation from mobilization - either these are taxes on salaries of at least 30-35 thousand hryvnia, or 20 thousand hryvnia additional payment per employee monthly.

Deputy Head of the Office of the President Rostislav Shurma told the UP that at meetings large enterprises say that they can stop because there are not enough people.

“Now there is a certain calculation of how much it costs to train, armament and provide financial support for one mobilized person. If we take the average amount of expenses at all stages, then it is about 80 thousand hryvnia per soldier per month. Therefore, 4-5 people should be in the rear every day work to provide the budget with this money,” Shurma said.

At Bankova they tend to organize this process based on the amount of wages actually received, on which taxes are paid. The lower “entry limit” that will allow you to qualify for economic reservation is 30-35 thousand hryvnia per month. With such a salary, tax deductions for the employee and employer will amount to up to 18 thousand hryvnia.

An initiative group of people’s deputies, which was assembled by the head of the economic committee Dmitry Natalukha, is developing another project: it is based on the introduction of a special quasi-tax, a kind of military tax. If an employer wants to apply for economic “reservation” for employees, he must guarantee that he will pay an additional 20 thousand hryvnia for it every month. The same opportunity is proposed to be provided to active individual entrepreneurs.

At the same time, representatives of the Federation of Employers say that both mentioned amounts - a salary of 35 thousand and a tax of 20 thousand from the employer - are unattainable for the majority of their members. Members of the FRU are willing to pay about 6 thousand hryvnia per month per employee for the reservation.
