Lustrated millionaire: how former tax official Holovach evades justice and lives lavishly on pension

Former head of the tax police Andriy Holovach, who held the position during the times when Viktor Yanukovych was in power, has secured a comfortable retirement. He retained assets worth half a billion hryvnias despite being accused in a high-profile criminal case regarding the embezzlement of state funds. Now, he not only "lives his best life" but also attacks journalists who have taken notice of this.

This was reported on Telegram by military observer and volunteer Roman Bochkala. Thus, Holovach filed a lawsuit in the Pechersk District Court of Kyiv against him and several media outlets for the protection of his honor, dignity, and business reputation.

Meanwhile, as the correspondent notes, over the four years of this case being considered, the former official has not appeared at any court sessions.

"To briefly remind you who Holovach is – he is a lustrated tax officer who, in 2016, was accused of embezzling 3 billion state hryvnias. At that time, assets worth half a billion hryvnias were seized from him, including luxury car fleets, a cottage town near Kyiv, stores, and jewelry. All these assets could have been valuable to the state, especially for supporting the military. However, Holovach managed to avoid real punishment, only receiving a bail of 130 million hryvnias, and eventually succeeded in overturning the sentence," Bochkala wrote.

He also published a list of some of the former tax officer’s shadow assets, which law enforcement agencies should pay attention to:

– several floors in the "Arena-City" business center in Kyiv, leasing these premises brings over 42 thousand dollars per month;

– the elite cottage town "Solar Valley" in the village of Romankiv. It includes 125 houses, a private lake, a restaurant, and even a private kindergarten. Houses are sold from 12 to 58 million hryvnias;

– the "Smilyanska Hlodnya" plant in Cherkasy region, which was effectively seized from previous owners and registered under a person associated with Holovach;

– numerous apartments and commercial real estate in Kyiv and Dnipro.

About the "Smilyanska Hlodnya," it is mentioned in the investigation by "StopCor." This enterprise in the Cherkasy region, involved in freezing fruits and vegetables, could be one of the potential unofficial income sources for the former tax officer.

Journalists were able to learn about Holovach’s involvement due to a protocol from one of the company’s meetings. This document lists A. Holovach among the participants, who, according to the data, was responsible for staff, finances, and legal issues. Other individuals also participated in the meeting but subsequently stepped away from managing the plant, such as Roman Movchan, a former co-owner of "Smilyanska Hlodnya."

Currently, the beneficiary of "Smilyanska Hlodnya" is Serhiy Kopylov, although a year ago the company "SHOWQUEST LIMITED" with a Cypriot address was listed among the owners. At the same address, the firm "DOLBANA LIMITED" is registered, which, in turn, has a stake in the "Arena Capital" company.

"Additionally, journalists have information that Holovach was noticed among the participants in meetings of the company "BIL-OBST" – the official representative of Belarusian products in Ukraine. However, after the start of the full-scale war, a new company appeared on the market, offering similar services and began its activities with a new date in 2023. The enterprise itself denies any ties with the aggressor country," the article states.
