The law on "digital MSECs": medical data of Ukrainians will become accessible to the Ministry of Defence
Last week, the Verkhovna Rada passed a bill on the "digital military medical commission" (MMC), which provides for the automatic transfer of citizens’ medical data to the military registry "Oberih."
This innovation aims to speed up the process of medical commissions during mobilization, reports the "Forensic and Legal Gazette."
According to the law, starting from the summer, the MMC can be completed in any medical institution without the need to visit military commissariats. All health data will be automatically transferred to the relevant authorities through electronic systems. By June 1, 2025, it is planned to expand access to the MMC in any medical facility, including those located outside the territorial recruitment centers.
To implement the law, it is planned to introduce referrals to the MMC through the "Reserve+" system, as well as recording examination results in electronic format. Health information will include recommendations on suitability, anthropometric data, and will be recorded with a doctor’s digital signature.
However, the law has prompted criticism. The Legal Department of the Rada pointed out the violation of citizens’ right to confidentiality of medical information, as data will be transferred without patients’ consent. Experts emphasized that such a provision is not related to national security, but deputies ignored these remarks.
