The State Bureau of Investigation has submitted to court the case concerning the state treason of the former Deputy Secretary of the NSDC, Sivkovych

Former Deputy Secretary of the National Security and Defence Council of Ukraine during the Yanukovych era, Volodymyr Sivkovych, will be tried for treason and espionage.

The State Bureau of Investigation completed a pre-trial investigation regarding the state treason of the former Deputy Secretary of the National Security and Defence Council of Ukraine during the presidency of Viktor Yanukovych, Volodymyr Sivkovych, and three other employees of the FSB of the Russian Federation, reports the SBI.

According to the investigation, the 5th Service of the FSB of the Russian Federation created a criminal organization for conducting intelligence and subversive activities against Ukraine. It included Igor Chumakov, the head of the 9th ("Ukrainian") department of the operational information department, FSB employees Oleksandr Chulindin, Maryna Terentyeva, and representatives of Russian state bodies.

This organization also involved representatives of the former Ukrainian government, specifically the former Deputy Secretary of the NSDC Volodymyr Sivkovych and the head of the SSU of Crimea, Oleh Kulinich.

According to law enforcement, the former Deputy Secretary of the NSDC gathered and transmitted to Russian representatives information constituting state secrets, and also attempted to influence personnel decisions in Ukrainian security agencies.

For his cover, Sivkovych, as claimed by the SBI, created a "political office" in Moscow, whose employees allegedly engaged in socio-political activities. In reality, they conducted intelligence and subversive activities against Ukraine.

He was charged in this case back in July 2022. His actions were qualified under the following articles of the Criminal Code of Ukraine:

- Part 1 of Article 255 — creation, leadership of a criminal organization, and participation in it;
- Part 1 of Article 111 — state treason.

In December 2023, the Security Service reported that it had gathered new evidence of state treason by the former Deputy Secretary of the National Security and Defence Council of Ukraine Volodymyr Sivkovych, who is hiding in Russia and working for the FSB.

The former official is involved in organizing large-scale information campaigns aimed at artificially discrediting the top military-political leadership of Ukraine in favor of the Kremlin.

For this purpose, he involved well-known politicians in Kyiv, among them Nestor Shufrych, who is suspected of state treason. He was one of the main "speakers" who, under Sivkovych’s coordination, published Kremlin narratives during TV appearances and on Internet publications.

It was established that Sivkovych’s accomplices "spread" fake reports about the internal situation in Ukraine, as well as Moscow’s "theses" regarding the "inevitability" of the pro-Russian vector in foreign policy.

Thus, the Kremlin attempted to maximally destabilize the situation within Ukraine before the start of the full-scale invasion by the Russian Federation and to discredit official Kyiv before Western partners.

To evade justice in 2014 due to attempts to forcibly disperse the Maidan, Sivkovych fled to Moscow, where he began organizing massive informational diversions against the state security of Ukraine. This was one of the priority tasks Sivkovych executed under the instructions of regular employees of the 9th department of the operational information department of the 5th service of the FSB.
