The SSU found no reasons to prevent the appointment of Tsyvinskyi as the head of the BES

The appointed director of the Bureau of Economic Security (BES), Oleksandr Tsyvinskyi, stated that there are no grounds for his non-appointment by the Cabinet of Ministers of Ukraine. According to Tsyvinskyi, the letter from the Security Service of Ukraine (SSU), referred to by the government, was destroyed. Therefore, there is no evidence of his alleged unsuitability for the position.

Tsyvinskyi announced this on his Facebook on July 31, referring to a response from the SSU to his inquiry. It is noted that the SSU letter was dated June 30, which is a date after the competition had concluded and the documents had been submitted to the government.

According to Tsyvinskyi, the document was destroyed after being returned from the Cabinet of Ministers. There is no other copy of this document.

"Thus, no document officially containing ’security risks’ exists today. Meanwhile, the competition commission conducted all stages properly and repeatedly confirmed my candidacy as the sole winner. No official objection from the SSU has been provided... I went through an open competition. All documents have been submitted. The commission’s decision has been made. Now – the decision is up to the Cabinet of Ministers of Ukraine," summarized Tsyvinskyi.

The situation was commented on by a member of parliament from the "Holos" party Yaroslav Zheleznyak. He also reminded that July 31 is the last day to appoint the director of BES without disrupting Ukraine’s commitments to the IMF.

The issue is that the BES reform is part of Ukraine’s commitments both to the IMF under the extended financing program (EFF) and to the EU under the Ukraine Facility. In the IMF program for $15 billion, this "beacon" was set for the second quarter of 2025. Thus, the deadline is August 1.
