The QDCP dismissed two prosecutors for fake disability and pensions worth a million
The Qualification and Disciplinary Commission of Prosecutors has decided to dismiss two employees of the prosecutor’s office due to obtaining fictitious disability status.
This became known from the decisions of the QDCP.
In 2020, prosecutor Serhiy Nakonechnyi from the Kamyanets-Podilskyi District Prosecutor’s Office and prosecutor Taras Horobets from the Khrystynivka Department of the Uman District Prosecutor’s Office obtained a disability group and used their new status solely to receive a pension.
Prosecutor Nakonechnyi, in March 2020, attempted to apply for a pension based on years of service but was denied. Following this, he approached a surgeon at a municipal hospital and insisted on being referred to inpatient care for examination and treatment. Later, the doctor noted that Nakonechny did not actually require inpatient treatment or hospitalization. However, the patient insisted and pointed out that he was a prosecutor’s office employee. The doctor was unable to refuse him, "considering the authority of the position and possible undesirable conflicts with a law enforcement officer."
Later, the doctor also prepared an excerpt from the outpatient medical record, in which he recorded the diagnosis insisted upon by Nakonechny, as well as a referral to the Medical and Social Expert Commission (MSEC), although the information about the patient’s condition was not accurate.
After this, officials of the Kamyanets-Podilskyi Interdistrict MSEC unjustifiably assigned the man a lifelong disability group II. Subsequently, the prosecutor was paid over 1 million UAH in disability pension.
Prosecutor Horobets, under similar circumstances, was recognized as having a disability group II and received 477 thousand UAH in pension. In 2025, an inspection revealed that the prosecutors were healthy, and their disability status was revoked.
The expert-therapist of the Kamyanets-Podilskyi Interdistrict Medical and Social Expert Commission and the head of the Cherkasy Regional MSEC were notified of suspicion of official forgery.
Prosecutors Horobets and Nakonechnyi are suspected of fraudulent misappropriation of funds in especially large amounts. However, their guilt has not yet been established by a court.
In their explanations to the Qualification and Disciplinary Commission of Prosecutors, Nakonechnyi and Horobets did not admit to any violations. They claimed that they indeed have certain illnesses. However, due to a lack of medical education, they were unaware that their health condition did not qualify them for a disability group. Prosecutor Horobets categorically denied any pressure or influence on the doctor or MSEC members. Since the head of the MSEC was notified of suspicion, the prosecutor believes that any violations may have been on the part of medical workers, not himself.
