NABU has referred a case of embezzlement of 88 million hryvnias in the State Migration Service to court
NABU and SAPO have sent an indictment to court in a case involving millions in embezzlement at the State Migration Service of Ukraine.
In 2015, the State Migration Service received a building in the center of Kyiv from the state to set up its central office. A businessman — a Russian citizen who maintained close ties with high-ranking officials — organized a scheme to misappropriate budget funds allocated for the building’s renovation.
To implement the plan, he involved the then-leadership of the State Migration Service: the head of the agency, his deputy, the head of the economic department, and several other employees. The head of the service ensured the signing of contracts with companies controlled by the organizer, while other potential contractors were excluded from tenders.
The scheme operated for several years: participants inflated the cost of work, signed «empty acts,» and duplicated repairs. As a result, the state suffered losses amounting to over 88 million UAH.
During the pre-trial investigation, NABU detectives secured the seizure of the accused’s assets worth over 200 million UAH.
The investigation materials also assisted the Antimonopoly Committee in identifying collusion among three of the businessman’s companies and imposing fines on them totaling 3.46 million UAH.
